Neutrality Act of 1939 As war broke out in Europe, the U.S. remained somewhat isolated. They passed the Neutrality Act of 1939 to help Allied powers while appearing neutral. Countries at war could buy weapons on a “cash and carry” basis. Loopholes in the neutrality act led to the Destroyers for Bases Deal, which allowed the U.S. to give ships to the British in return for military bases in the Caribbean. I’ll trade you…
