What is Bilingual Certification (BC)? –Bilingual Certification is a program to officially recognize, honor, and celebrate bilingual students by certifying them as bilingual upon graduation.

Where did it come from? ESUHSD student members of Californians For Justice, in collaboration with California Tomorrow, brought the idea of Bilingual Certification to the ESUHSD Superintendent in In the spring of 2003, the Board of Trustees passed a resolution directing the District to develop the program. In October of 2003, California Tomorrow sponsored a retreat with teachers, administrators, and students to map out the program.

The Resolution Reads: WHEREAS, the East Side Union High School District Board:  values the ethnic, cultural and linguistic diversity of our district; linguistic diversity of our district;  seeks to promote programs that prepare our students to compete in prepare our students to compete in a global economy; a global economy;

Qualification for the Bilingual Certificate: If a student’s primary language is English, she/he must attain the PROFICIENT level on the 11 th grade California Standards Test in English and pass the Advanced Placement (AP) foreign language test with a 3 or higher. If a student’s primary language is English, she/he must attain the PROFICIENT level on the 11 th grade California Standards Test in English and pass the Advanced Placement (AP) foreign language test with a 3 or higher. If a student’s Heritage Language is other than English, she/he must attain the BASIC level on 11 th grade the California Standards Test in English and pass the AP test in the Heritage Language with a 4. If a student’s Heritage Language is other than English, she/he must attain the BASIC level on 11 th grade the California Standards Test in English and pass the AP test in the Heritage Language with a 4.

ALTERNATIVE MEANS FOR ASSESSING HERITAGE LANGUAGE PROFICIENCY: –The District will acquire or develop alternative assessments for Heritage Languages other than English. The language proficiency exams must assess auditory comprehension, oral proficiency, reading, and writing. –A student may also meet the Heritage Language proficiency requirement by successfully completing level 3 of the ESUHSD Heritage Language Program with a grade of B or better; written teacher validation will be required.
