1 Federal Acquisition Service U.S. General Services Administration Sustainability Overview GSA’s Sustainability Opportunity Houston Taylor Deputy Assistant Commissioner Office of Acquisition Management March 16, 2010

FAS - Integrated Technology Services 2 What is Sustainability? No one agreed upon definition humans and nature can exist in productive harmony The Executive Order definition - “Sustainability" and "sustainable" mean to create and maintain conditions, under which humans and nature can exist in productive harmony, that permit fulfilling the social, economic, and other requirements of present and future generations

FAS - Integrated Technology Services 3 Corporate world recognizing sustainability benefits

FAS - Integrated Technology Services 4 Examples of Real Sustainability Savings  Initial sustainable process changes cost BP $20M, by 2006 BP had saved $1.5 Billion.  IBM overshot its five-year greenhouse gas reduction target (in 2003), saving $115 Million through energy- efficiency initiatives such as redesigning heating and cooling systems.  Other sustainable firms…3M, Ford, Bristol-Myers Squibb, Nike, Sony, InterFace, BSF….

FAS - Integrated Technology Services 5 Looking Through a Sustainable Lens  Looking through a “sustainable lens” means a manager is approaching every business decision with any eye towards:  Cutting cost  Reducing risk  Driving revenues and  Enhancing intangible value Environmental Management System (EMS) is the framework with which to consider business decisions. It is GSA’s “sustainable lens”.

FAS - Integrated Technology Services 6 Executive Order Scope 1: Direct greenhouse gas emissions from sources that are owned or controlled by the Federal agency. Scope 2: Direct greenhouse gas emissions resulting from the generation of electricity, steam, heating, or cooling purchased by a Federal agency Scope 3: Greenhouse gas emissions from sources not owned or directly controlled by a Federal agency but related to agency activities services, and employee travel and commuting Source: EO 13514, Section 19

FAS - Integrated Technology Services 7 GSA Activities Under the Executive Order  Identify our own Greenhouse Gas (GHG) emissions = create “comprehensive inventory”  Map GSA’s “supply chain”  Set GHG emissions reduction targets  Already did so for Scope 1 & 2  Setting for Scope 3  Develop a Sustainability Plan outlining how we will reach our reductions targets

FAS - Integrated Technology Services 8 GSA tasked with providing recommendations  Section 13 of EO tasks GSA to provide recommendations on the feasibility of contractors reporting their GHG emissions  Benchmarking and collaborating with commercial companies who track and report emissions  Next step to use greenhouse gas emissions as part of procurement to incentivize supplier reporting Recommendations due to Council on Environmental Quality and OMB by April 5, 2010.

FAS - Integrated Technology Services 9 GSA Working in Partnership  Partnering Internally with PBS, OGP, FAS  Partnering with World Resources Institute (WRI) to test their:  Public Sector Standard  Scope 3 Supply Chain Accounting and Reporting Standard  Partnering with federal agencies OFEE, DoD, EPA, DOE, NASA, others

FAS - Integrated Technology Services 10 How GSA Partners with Customers  Working with customers to identify what products and services they need to reduce their GHG emissions.  Walking hand in hand through each customer’s Sustainability Plan.  Identifying needed services & products for meeting GHG reduction targets.  Completing a gap analysis to identify both existing and needed GSA products & services.  Result: GSA relies on customer data to provide sustainable products and services.

FAS - Integrated Technology Services 11 Summary  Defining Sustainability  Benchmarking with commercial sector  EMS framework  GSA leadership role The opportunity is here – GSA needs to capture it!
