This support includes developing and supporting formal Acquisition Strategy Boards/Panels/MIPR ASPs, preparation of contract requirements packages, e.g., SOWs, CDRLs, special provisions, source selection evaluation support, and assistance with contract management processes to monitor contractor execution and performance. Program management support includes maintaining program documentation, preparation of internal and external management briefings, white papers, reports, metrics, and correspondence. This includes support in preparing for MDA Corporate Boards’ review of milestone decision documents for transition through the acquisition life cycle (e.g., TBRs/DBR), senior leadership execution oversight documentation/briefings (e.g., BERs, PERs, GAO/Congressional RFIs, decision briefings), maintaining the six MDA Program Baselines (e.g., BAR) and assistance in development of program documents (e.g., CARDs, program plans, support agreements, War Room operations, and readiness). Scheduling support includes developing, statusing, and maintaining program level IMS, schedule analysis, support for what- if analysis, conduct of schedule risk analyses, and establishment and change control processes of schedule baselines. 12 Past Performance Client Name Missile Defense Agency Engineering and Support Services (MiDAESS) Project Name Cost Estimating and Analysis Contract Number HQ D (rebid HQ D ) Summary Our current task order has a technical scope of work that includes Cost Estimating and Modeling, Cost Analysis, Cost Data Analysis, and Collection and Affordability Analysis. These product based requirements provide cost based decision analyses support for MDA’s Strategic Goals and sustain the Ballistic Missile Defense System. In this task order, BCF provides cost analysts matrixed/co-located to Program Offices at four geographically distributed locations (HSV, DAHL, NCR, and HANS) and cost analyst assigned to Core Headquarters in HSV and COS. BCF is a fully integrated member of 14 cost teams matrixed to the program offices as well as DOC Core. BCF developed cost models for MDA program offices incorporating risk analysis and sensitivity analysis, participated in program CARDs staffing and review, supported cost analysis, developed cost tools, assisted the DOC Operations Division with cost analysis and guidance, and assisted with TBR, DBR, BAR, PER, and BER documentation. 13 Client Name OSD/SOLIC Combating Terrorism Technical Support Office (CTTSO)/Technical Support Working Group (TSWG) Project Name Security and Observation Set (SOS) TSWG Task PS-ID-3076 Contract Number N D-3353 Summary CTTSO-TSWG is the National interagency research and development program for combating terrorism requirements at home and abroad. TSWG operates as a program element under the CTTSO under the Assistant Secretary of Defense for Special Operations. Performance under this award demonstrates BCF’s R&D capabilities in designing inter-operable security solutions that are productized and delivered to DoD agencies. Under this Contract BCF designed, developed and delivered a number of rugged mobile security and surveillance kits for rapid deployment based on DoD requirements. BCF also integrated its products into the Special Operations Command and Control system using XML based protocol standards. Period of Performance 07/19/2010 – Present Amount $7.2M Past Performance

14 Client Name Navy Joint Project Office (JPO) Information Management and Telecommunications (IM&T) Support Project Name Facility Upgrade Contract Number N D-9538 subK RQ Summary Under earlier tasking, BCF provided an 100% Design for a VHF distributive antenna system (DAS) to include eight (8) Motorola-based radio circuits; a CATV and Satellite TV head-end, distributive cabling and monitors (57 monitors); Closed Circuit Television (CCTV) - to include camera management application software (100 cameras); Public Address (PA) and Intercom (IC) – supporting 136 speaker and 36 IC locations; Cellular Telephone - distributive antenna system (DAS) to receive RF signaling from a donor antenna and provide that signal throughout the facility. Under this tasking RedBlack procured this material from an approved bill of materials, received and warehoused, integrated sub-systems with in a test bed, disassembled, re- packaged, transported to site, installed, tested and is the process of performing client acceptance of the VHF and PA sub-systems. 15 Past Performance Client Name White House Communications Agency (WHCA) Project Name Washington Area System (WAS) Upgrade Contract Number SC Summary BCF delivered the full gambit of product/services required by RIAC for Systems Engineering and Equipment/Systems Design and Integration at the White House Communications Agency (WHCA) Washington Area System (WAS) HUB Upgrade. As requested in the RFQ, these additional capabilities were integrated into an existing system infrastructure, reusing much of the infrastructure where possible to significantly improve the operational situational awareness capabilities. BCF lead the design and installation for the upgrade of the WHCA WAS HUB Upgrade. The WAS HUB is a VHF line of sight (LOS) radio system providing the Executive Office continuous mobile communications. BCF visited the WHCA main HUB facility Bldg 399 and Thurmont MD to survey and performed a needs analysis and gathered current systems specifics with regards to system function, equipment rack elevations, equipment room floor plans, available power/HVAC/lighting. BCF took that information and created a project plan to refine the requirements and design the upgrade of the WAS HUB. Period of Performance 07/21/20008 – 04/30/2014 Amount $3.5M

16 Past Performance Client Name NAVAIR Electrical Power Systems Project Name Module Dynamic Counter Tester (DCT) Contract Number N G- 0006/0001 subk PCK2012G Summary NAVAIR approached BCF requesting assistance with the maturing of their Silicon Controlled Rectifier (SCR) Module Tester engineering development module (EDM). This initial effort was subsequently followed up by a STTR Contract to PC Krause and Associates who in turn subcontracted BCF to design, fabricate, integrate three LRIP test articles, and test, for product validation, in preparation to a full production effort to build over 36 units for the US Navy and FMS. BCF leveraged their low-rate production capability with rapid prototyping software, machinery, and skills that afforded the /customer a quick turnaround on unique engineering requirements. The short turnaround capability is seen as key in producing the SCR units on a fast track basis to support Fleet operations requirements. This effort demonstrates BCF’s capability to successfully develop, refine, and document processes BCF matured the prototype DCT Tester design through fabricating components, and cables. Period of Performance 12/12/2012 – Present Amount $2.3M
