MINISTRY OF HIGHER EDUCATION MALAYSIAN EDUCATION SYSTEM Education Reform: The Malaysian Experience

Introduction The education and higher education system in Malaysia has come a long way Malaysian education system has had our fair share of critiques and challenges. Malaysians deserve the best education that the country can offer.

Meeting the challenge Transform the Malaysian education landscape to prepare for Malaysia’s future generation by DESIGN and no longer by CHANCE

What kind of future generation do we want? Graduates that can meet the 21st century challenges Critical thinking skills, entrepreneurial, holistic and balanced Balanced between character and knowledge

What kind of future generation do we want? As we go global, Malaysians have the character of good citizenry Wealth creation (entrepreneurial and a job creator) Enhance the social well-being of society (knowledge acquired and transferred) In short bringing back soul to the Malaysian education system developing learned values-driven talent We want to move from the word human capital to human being (talent) End game is to make the Malaysian Education system to be referred, respected and relevant How can we achieve this??

Malaysian Education System (Several shifts highlighted) Shift 2: Ensure every child is proficient in Bahasa Malaysia and English language and is encouraged to learn an additional language Malaysia’s multicultural society makes it a natural environment for producing students who are proficient in more than one language. There is widespread operational proficiency in Bahasa Malaysia among students; operational proficiency in English is, however, much lower. Boosting all students’ proficiency in bahasa Malaysia and English language will be the most immediate priority. Shift 6: Empower State Education Departments (JPNs), District Education Offices (PPDs), and schools to customise solutions based on need Historically, many programmes have been designed according to a “one-size-fits-all” model. International evidence suggests that different sets of interventions are required in order to best serve schools at different performance levels. Every District Education Office or Pejabat Pelajaran Daerah (PPD) will be empowered to tailor the support provided to schools on dimensions from student attendance through to principal and teacher deployment. Shift 9: Partner with parents, community, and private sector at scale International experience makes it clear that learning happens well beyond the school walls and can occur at home and in the community. In Malaysia, approximately a quarter of a child’s time from the ages of seven to 17 is spent in school. The priority is thus to shift from “school learning” to “system learning” by engaging parents, the community, as well as the private and social sectors as partners in supporting student learning.
