District 51 Little League Registration & Player Documentation Requirements

Player Agent Responsibilities  In accordance with Little League Operating Manual  Conducts annual tryouts  In charge of player selection  Assists President in checking birth records and eligibility of players  Serves as a member of the Board of Directors of the local league  Generally supervises and coordinates the transfer of players to or from the Minor Leagues according to provisions of the regulations of Little Leagues.  Administer the divisional player pool (if applicable)  Player Replacements Theses duties are for both Regular and All Star season!

Player Agent…  Can NOT…  Serve as a PA in the division in which he or she manages or coaches  Coach an All Star team in the age division in which he/she had served  Should NOT…  engage in coordinating a draft or player transfer if it effects the division in which he or she manages/coaches  Get Familiar with the Little League Website and Resources available. 

Waivers – 4 Types  Regulation II(d) Waiver – Boundary Change or Sibling privileges  Regulation IV(h) Waiver – Dedicated Volunteer  Residency Waiver Request Form – Request from Jeff.  Regulation V(a) – 12 year old retention as a Minor  School Enrollment Form – (not actually a waiver)  See handout for detailed instructions and requirements for each type of Waiver

Regulation II(a) League Boundaries  Any player who does not reside WITHIN the league’s boundaries must have an approved waiver issued by the Charter Committee.  All waiver requests to the Charter Committee must be submitted in writing by the league president before the start of the regular season or June 1 whichever occurs first.  Requests must be submitted to the regional office through the district administrator.

Regulation II(d) Waiver  Player may be retained at any division after either moving, or having boundaries changed  Siblings whose brother/ sister meet the above criteria may also be retained  Player may be retained for the remainder of their Little League career  Note: A player who qualifies and elects not to participate for a season may not be retained in subsequent seasons.  Needs to be signed by the DA  Check the Little League website for deadlines for submission

Regulation IV(h) Waiver  If previously lived within the league boundaries for two years while serving as a dedicated coach, manager or board member for two years, his / her son(s) / daughter(s) may tryout and be selected by teams in that league Provided:  Such service to the league has continued  Subject to written agreement with league whose boundaries they currently reside  Supported by recommendation of the DA

Residency Waiver Request Form  Players who live outside of a Leagues’ boundaries and would like to play at another League may submit a request for a Residency waiver  Must demonstrate in writing a hardship that will be incurred by attending the boundary assigned league  Must obtain a release from the owning League  NOTE: Do not offer to obtain and complete paperwork for the requesting player. The parent/guardian should be the one to obtain the paperwork from the owning League as well as all the signatures.

12 Year Old in Minors Waiver DO NOT let managers/coaches/parents influence you in this decision!  Need to submit documentation from the PA, Safety Officer, BoD and Parents  Jeff Ahrens will require contact numbers for the players parents. He will personally check with the parents to ensure they know what they are doing with this waiver (I.E. No all star game(s) for the players)  Must be submitted to DA before first game or March 1 st (whichever comes first)

School Enrollment Form  Allows a player to register at a League based on the location of the school in which the player attends  Player does not have to live within the boundaries of the League if the school address meets the boundary criteria  Form is verification of attendance  Must be signed by a school administrator  Must have attended the school from the beginning of the current school year.

Tryouts  Have multiple tryouts  Have on sight registration available  Review League division eligibility  Prepare a tryout list:  Assign Numbers to players  Organize by age or division  Draft Numbers affixed to player for identification  Provide copies to Managers / Coaches in attendance  Leagues must have insurance before tryouts start!

Interleague and Combined Play Forms  Interleague Forms – This form is used to allow leagues in which there are not enough players (teams)to play a full schedule of games.  Combined.pdf Combined.pdf  Combined play – used when any league does not have enough players to field a team and registers with other league(s) (up to three) in order to create a league regulation team.  enabled.pdf enabled.pdf

Interleague & Combined Play Forms  Each League must submit a charter request for each team  A separate form must be completed for each regular season division (level of play)  The application must be approved by the district administrator PRIOR to any interleague play.  Tournament team combination must be approved by the regional director PRIOR to leagues forming a combined tournament team  These combination requests must be submitted and approved prior to deadline date established in the current season tournament rules

Draft Process  Approved draft methods can be found in the Little League Operating Manual  Must conduct a draft for Majors and above  Must utilize one of the three draft methods contained within the Little League Operating Manual  May use an alternate method of drafting; however, method MUST be proposed in writing to Jeff Ahrens for approval  Each League must provide in writing the draft method used for the 2016 Regular season by Dec 31, 2015  to or

Draft Process  The selection of players for the various teams within a league shall be in compliance with the Little League Draft Selection System as detailed in the Operating Manual.  NOTE: All candidates who are league age twelve (12) must be drafted to a Little League Major Division team, Intermediate Division Team, to a Junior League Team  Managers options must be in writing to the Player Agent 48 hours prior to draft  Brother / Sister Option  Brother / Sister of a player currently on team  Sons / Daughters of Managers  Sons / Daughters of Coaches  Brother /Sister of a Manager

Sons and Daughters of Coaches  New coaches shall not be appointed nor approved until after draft (Majors and above)  Returning coach may exercise option through manager provided:  Coach has served as a coach or manager (at any level) for the past two years  Coach is returning to the same major league team as last year.  NOTE : In order to exercise this option, the coach MUST qualify under BOTH conditions  NOTE: Minors division and below can use a coaches option.

Draft Rounds  If option is submitted for Son / Daughter of a Manager or Coach. Candidate must be drafted in or before the following round:

Trading  Manager may trade player up to 14 days after the first scheduled game  All trades must be through and with the approval of the Player Agent  Minor League Players may not be traded for Major League Players  All trades must be player for player  Trades involving a player for draft choices are not permitted  All trades must be for Justifiable reason and approved by the local Board

Team Registration / Release of Players  Five days prior to the first scheduled game, each manager shall register with the player agent the number of player as determined in Regulation III  Teams to be monitored to ensure rosters are at proper levels  Managers are required to inform Player Agent if a player has been repeated absence  Minor teams may be adjusted by the Minor Player agent in order to ensure balance of teams

Roster Submission / Changes  Once finalized, roster must be sent to Little League Headquarters not later than 14 days after the first scheduled game  Can be sent through the Little League Data center from the Little League Homepage.  Can be sent using a licensed diskette product  Can be sent using roster forms in league supply kit
