Belgrade 17 December 2015 Daily arrivals averaged 3,100. Asylum-seekers numbers grew from 2,723 in 2012; 5,066 in 2013; 16,490 in 2014; to 530,651 in 2015 (at 14 December). 149,923 in November (decline in the number of arrivals and registrations by around 30,000), compared to 180,344 in October, 51,054 in September and 37,195 in August 96% asylum-seekers in November from refugee-producing countries, including 47.1% from Syria (down by 6.4% compared to October), 32.6% from Afghanistan (up by 3%) and 11.7% from Iraq (up by 1.8%). Share of children continued to grow from 29.5% in October to 31.2% in November Situation Overview: December 2015
Belgrade 17 December 2015 Main challenges (i): Introduction of discrimination as per country of origin 18 November: following practice by Slovenia, Croatia, FYR Macedonia and Greece, Serbia started to deny entry and exit to nationals other than Syria, Afghanistan and Iraq. Around 300 asylum-seekers stranded in Serbia. Stranded asylum-seekers were accommodated in RAPs and ACs by SCRM. All were advised to seek asylum in Serbia and counseled on the procedure, yet most disperse. The risk is that the stranded asylum-seekers fall prey to smugglers and take irregular routes. Opportunity to strengthen protection- sensitive migration management, the quality of registration, the asylum system and assisted voluntary return for persons not in need of international protection.
Belgrade 17 December 2015 Main challenges (ii): Crossing the green border from fYR Macedonia in winter 1.2 km by foot over muddy, difficult terrain, from Tabanovce in fYR Macedonia to Miratovac RAP (MSF is currently improving the road condition) Another 3 km to Miratovac village (IOM, UNHCR/DRC and MSF mini-bus transport for PSN during the day) Another 7 km to Preševo Reception Centre (UNHCR-funded busses during the day)
Belgrade 17 December 2015 Main challenges (iii): Reception of arrivals from Bulgaria Dimitrovgrad: Average 200 arrivals daily UNHCR provided two AFIS work stations but registration still slow 4 accommodation containers (30 beds) overcrowded at times. Additional accommodation facility (garage) with no heating. Registration queue under no shelter No regular cleaning of four chemical toilets Medical needs as well as for boots, socks, raincoats, winter clothes, and water Zaječar, Negotin and Bosilegrad: Up to 35/25 arrivals daily No shelter Blankets, HEBs, winter clothes, boots and socks needed Government, UN or NGO humanitarian agencies not yet present 24/7. Many new arrivals report difficult conditions and mistreatment in Bulgaria.

Belgrade 17 December 2015 Refugee/Migration Coordination Partnerships (cont) In addition to the national coordination mechanisms (preceding slide), field coordination meetings take place every second day in Presevo (chaired by UNHCR) and Sid (chaired by the SCRM). Other national coordination/partnership tools include weekly interagency operational updates, shelter and 3W maps (see next slide), as well as daily external updates. The minutes and presentations of the regular Partner Briefings, RPWG and RTG meetings are also widely shared and referred to by all stakeholders.

Belgrade 17 December Regional Refugee and Migrant Response Plan (RRMRP)- Serbia RRMRP Serbia Chapter was submitted on 2 December to IOM and UNHCR HQ in Geneva: RRMRP Parameters: 1 year’s span humanitarian response (2016), 1 mil beneficiaries (refugees and migrants). Submissions coordinated by 4 working groups (WGs): 1.Protection (incl. Child Protection) 2.Shelter/WASH/Non-Food Items and Food 3.Health/Nutrition 4.Local Community Support Joint IOM-UNHCR drafting team. 7 UN agencies, 11 international and 7 local NGOs contributed with their submissions.
