T The Philosophy  Development is sequential and evolves by building on previous skills.  Provide a menu of educational and employment programs--youth make the choice based on their goals, interests and readiness.  Embed educational expectations and curriculum within employment training programs.  Provide staff support and/or case management for all youth.  Provide clear rules and develop groups guidelines and be consistent.  Have and state high expectations; celebrate success.  Incentive positive outcomes/behavior and pay wages for work training.  Provide opportunities for youth leadership.
