Transport & Sustainability Update April 2008 Paul Horan

Transport Public transport –Progress Cycling - 17% increase since 5 axel ban! Car parking –Limited: DTO ->DCC ->An Bord Pleanala –All basement - €20,00-25,000/space On-site student accommodation –2x2000 journeys/day reduction! Zone 1/city centre parking standards DCC Dev Plan Transport

Well connected Transport 21: ‘The two Luas lines to be joined... Cross- city link.. extended to serve Broadstone and the new Dublin Institute of Technology Campus at Grangegorman… connect with the Maynooth rail line… Liffey Junction’ Heuston Connolly DIT Grangegorman LUAS A QBC Metro N LUAS B

Metro N Drumcondra Mater Parnell Sq 500m 1km

Metro North Delivery of Metro North –Railway Order application Metro North Autumn via Strategic Infrastructure mechanism –Enabling works start Winter 2009 –Main PPP contract start 2010 –Completion 2014 Metro North stop at Parnell Square –Bus lane along Western Way currently used for buses between Broadstone and Parnell Square Metro N stop Mater Hospital

Luas to Broadstone Minister Dempsey has written to the transport bodies and confirmed the Luas line to Broadstone BX route chosen: up O’Connell, down Marlborough– (stop at Cathal Brugh St) RPA now plan to combine Line BX (city centre) and Line D (Broadstone) into one project Can expect public consultation on Line D in Summer Preferred route by Autumn 2008 Publication of Luas Railway Order Autumn/Winter Via Strategic Infrastructure mechanism RPA is also considering ways of streamlining and combining works on the cross-city Luas Line and the construction of Metro North in order to minimise disruption to the City Centre

Navan Line An Bord Pleanala approved the railway order for the first phase of the Navan line last week. This involves 7.5km of line between Clonsilla and Pace and the provision of a park-and-ride at Pace. Work will get underway as soon as the Order becomes enforceable.

Bus Network On-going consultation with Dublin Bus Plan for on-site 6 bay bus terminus accessed from Constitution Hill Lay-bys on Prussia St and NCR

Sustainability The basics Southerly orientated courtyards Narrow plan buildings <16m –Natural lighting –Natural ventilation Good passive design Water use reduction/mangement & reuse +5% of capital costs being allowed for sustainable features across all buildings

Projected Energy Demand Heating 55% Hot water 10%Electricity 35% Lighting ICT and other equipment

Central/District Heating Single large central heating plant v distributed local heating in individual buildings High capital costs – unit +distribution network Possibly CHP (Combined Heat & Power) –Generate electricity - at least emergency supply Simple solution – gas fired Long term renewable – biomass/woodchip fired Potential long term savings –Single efficient boiler –Reduced operation and maintenance –~10 year payback Savings accrue to recurrent budget Potential to outsource –  ESCO (Energy Supply Company )

atrium SUSTAINABILITY CONCEPTS

A long term approach –> carbon neutral Reduce demand –Good passive design –Energy efficient lighting & appliances, thin client technology,.… Renewable sources –On-site renewables Biomass – heat, electricity Miscellaneous small solar water, PV,…. –Purchase renewable power

ESB Strategic Framework €22 bn investment programme Halving of carbon emissions within 12 years, €4bn directly in renewable energy projects €6.5bn will be spent facilitating renewables including smart metering and smart networks. By 2020, 1/3 from renewable generation. –1,400 megawatts of wind generation – Wave, tidal and biomass. Carbon net-zero by 2035.

CONCERTO CONCERTO is a major EU programme supporting sustainable developments €25,000 grant from Enterprise Ireland to develop application. Potential €4M to project Highly competitive, but initial reaction from commission officials positive Aidan Duffy, engineering + …

Up-front capital cost v Long term recurrent savings Have we got a choice? but
