High-Level Panel OECD  Background Future financial needs from providing adequate water infrastructure across the globe will be US$11.7 trillion (?) over the period The money exists but who is available to finance this huge amount of investments? This manly depends from the “trust” that financial organizations can have about each specific situation, based on a risk analysis assessment. This means that this “trust issue” needs to be solved. How to minimize the risk? How the money can be attracted?

High-Level Panel OECD  Effective public policies for urban water services The solution is the adoption by the countries of sound and credible public policies public policies for water services. An effective public policy needs a holistic integrated approach, involving various (15) components:  Adoption of strategic plans for the sector  Definition of the legislative framework  Definition of the institutional framework  Definition of the governance models for the services  Definition of the access targets and the quality of service goals  Definition of the tariff and tax policy  Provision and management of the financial resources  Construction of the infrastructure  Improving the structural and operational efficiency

High-Level Panel OECD  Human resource capacity building  Promotion of research and development  Development of the economic activity  Introduction of competition  Protection, awareness and involvement of the users  Provision of information The successful implementation of a public policy is dependent on the ability to manage at relatively the same time all these components. Trying to resolve the problem with just one or several of these components leads to failure and certainly not allow the goals to be achieved in a sustained manner. We can transform a problem into a stable economic activity providing good services with affordable tariffs and promoting employment.

High-Level Panel OECD  Regulation For a sound and credible public policy an effective regulation is needed. Water services regulation is a component of the public policy, one out of various, but which has a very important role given the fact that it promotes or controls most of the remaining components.  The example of the “Lisbon Charter” There is a need for strong messages to the politics and decision makers. IWA adopted the Lisbon Charter for public policy and effective regulation of drinking water supply, sanitation and waste water management services.
