DESCRIPTION OF THE MONITORING AND EVALUATION SYSTEM IN POLAND Action Plan and the Two-year NRN Operational Plans

Action Plan Implementation of Network tasks carried out by the Action Plan. The scope of the Action Plan defined in the Regulation of the Minister on the functioning of the NRN § 10 paragraph 3. The Action Plan is approved by the Working Group. The Action Plan is implemented through a two-year operational plans that are uniform documents, created in cooperation with the central unit, regional units, CDR (Agricultural Advisory Centre) and 16 WODR (Voievodship`s Advisory Service Centers).

Action Plan - the scope of § 10 para. 3 Action Plan includes: The implementation period; Priority of the RDP and main objectives of the NRN; Measures: a)Dissemination of the results of monitoring and evaluation of the implementation of activities for rural development in the financial perspective, b)Organizing activities for cooperation for agricultural advisers and services supporting the implementation of innovation in rural areas, c)Collecting examples of projects implementing individual priorities of the Programme, d)Provide training and activities for cooperation for the Local Action Groups, including technical assistance for inter-territorial and transnational cooperation, e)Search and support for partners for cooperation in the framework of the “Cooperation” measure, referred to in the RDP and animating this cooperation, f)Facilitating the exchange of thematic and analytical knowledge between the entities involved in rural development and the exchange and dissemination of results of actions for this development, g)Cooperation with the EAFRD, h)Communication Plan of the RDP, i)Actions to promote cooperation in the agricultural sector and the implementation of joint investment by farmers.

Action Plan - the scope of § 10 para. 3 criteria and method for selecting the operations to multi- annual operational plans; a financial plan indicating the estimated amounts and the total value of the implementation of activities; a timetable for implementation of activities by year action plan; indicators for monitoring the implementation of activities; the scope and manner: a)evaluation of the implementation of activities, b)preparation of information every six months and every two years on the implementation of the two-year operational plans and each two years reports on the implementation of the action plan, based on data provided by implementing body those plans;

Action Plan - changes 1.On the initiative of the central unit or 2.At the request of the regional units, CDR, 16 WODR, the implementing body or the Paying Agency, or 3.Based on the recommendations of the working group published its own initiative or on the basis of proposals of recommendations provincial working group - after analyzing the data contained in the annual report on the implementation of the action plan.

TWO-YEAR NRN OPERATIONAL PLANS The two-year NRN Operational Plans is a document implementing the Action Plan. The scope of two-year NRN Operational Plans defined in the Regulation of the Minister on the functioning of the NRN § 13. The two-year NRN Operational Plans is approved by the Working Group. The two-year NRN Operational Plans contains data on projects to be implemented within its framework (including the topic, the purpose of the project, a form of implementation, target groups, budget and schedule).

TWO-YEAR NRN OPERATIONAL PLANS – the scope of § § 13 The two-year NRN Operational Plans includes: the implementation period; measures included in the action plan; description of the operations planned for implementation, including in particular: a)name of the operation and main objectives of her implementation, b)name of the applicant, who submited the operation, c)priority of the RDP and main objectives of the NRN with which the operation is compatible, d)specify the form for the operation, e)final beneficiary – the group for whom the operation is dedicated, f)timetable for the operation, g)indicators for monitoring the implementation of operation, h)the estimated budget of the operation; a financial plan indicating by the measures covered by the action plan, including identification of the estimated amounts and the total value of all operations planned in the context of individual operation.

TWO-YEAR NRN OPERATIONAL PLANS - changes 1.On the initiative of the central unit or 2.At the request of the regional units, CDR, 16 WODR, the implementing body or the Paying Agency, or 3.Based on the recommendations of the working group published its own initiative or on the basis of proposals of recommendations provincial working group - after analyzing the data contained in the half- yearly information or report on the implementation of the two-year NRN Operational Plans.

REGULATIONS Regulation (EU) No 1305/2013 of the European Parliament and of the Council of 17 december 2013 – Art monitoring and evaluation Commission Implementing Regulation (EU) No 808/2014 of 17 July 2014 – Art. 12 NRN Regulation of the Minister of 30 September 2015 on the functioning of the NRN The Action Plan on of 12 October 2015 r. – chapter 6 and annex 1.

1. The data necessary for proper monitoring information about implementation of two-yearly NRN Operational Plans and Action Plan and their effects, contained in the applications form, information about contract, information about expenditure, reports submitted by beneficiaries, documentation of control.

2. The method of transmission of data Data are transferring to the NRN Central Unit under: 1)Information – Monthly on the implementation of the NRN Operational Plans ; – Half-yearly on the implementation of NRN Operational Plans. 2)Reports – Annual on the implementation of the Action Plan; – Two-yearly on the implementation of the NRN Operational Plans. 3)Other information.

Monthly informations Prepared as of the last day of the month ranked according to beneficiaries. They contain data: Implementation of the NRN measures based on: – applications submitted, – contracts, – expenditure. Effects of the Action Plan measures implementation in terms of volume on the basis of monitoring indicators.

Half-yearly informations Prepared as of 30 April (1st and 3rd information) and August 31 (2nd and 4th information). They contain data: Implementation of the NRN measures based on: - applications submitted, - contracts, - expenditure. Effects of the Action Plan measures implementation in terms of volume on the basis of monitoring indicators. Half-yearly information additionally contain an analysis of progress in the implementation of Action Plan measures with a summary and proposals for amendments to be included in future NRN Operational Plans or Aaction Plan.

Annual reports Prepared as of the last day of the year. They contain data: Implementation of the NRN measures (applications submitted, contracts, expenditure); Effects of the Action Plan measures implementation in terms of volume on the basis of monitoring indicators; Description of actions taken with regard to evaluation; Summary of the major problems encountered in managing the NRN and any measures taken, including those which were taken in response to comments made by the European Commission; Steps taken to ensure dissemination of the programme, in accordance with Article 66(1)(i) of Regulation 1305/2013; Steps taken to to involve the partners, in accordance with Article 5(1) of Regulation 1303/2013; A record of checks and and their results.

Two-yearly reports Prepared as of the last day of the year operational plan. They contain data: Implementation of the NRN measures (applications submitted, contracts, expenditure) covered a two-year NRN Operational Plan ; Effects of the Action Plan measures implementation in terms of volume on the basis of monitoring indicators; Summary of the major problems encountered in managing the NRN and any measures taken, including those which were taken in response to comments made by the European Commission; Description of recommendations of provincial working groups for the NRN, and Working Group on the NRN the manner of their implementation; A record of checks and and their results.

Monthly and Half-yearly informations are submitted electronically. Annual and Two-yearly reports are submitted electronically and on paper. Information and reports are submitted in accordance with the format and instructions shared by the Managing Authority of the NRN.

3. Deadline for transmission of data Information and reports are submitted to the NRN Central Unit at the latest: 1)Monthly informations – On the 5th working day after by the state, which information is prepared 2)Half-yearly informations – 31 May – in the case of 1 and 3 Half-yearly informations – 30 September – in the case of 2 and 4 Half-yearly informations 3)Annual reports – February 1 of the year following after the year covered by the report 4)Two-yearly reports – By the last day of February following the year of completion of the operation plan. Informations and reports prepared by the NRN Central Unit, are submitted to the NRN Managing Authority (TAD) at the latest: 1)Monthly informations – On the 10th working day after by the state, which information is prepared 2)Half-yearly informations – 20 June – in the case of 1 and 3 Half-yearly informations – 20 October – in the case of 2 and 4 Half-yearly informations 3)Annual reports – February 20 of the year following after the year covered by the report 4)Two-yearly reports – By the last day of March following the year of completion of the operation plan.

Monitoring indicators The monitoring indicators were defined for the NRN Action Plan and the two- year NRN Operational Plans based on guidelines developed by the EC for rural development programmes, taking into account the specificities of individual NRN measures set out in the RDP. Output and result indicators of the implemented NRN measures under the two-year NRN Operational Plans were defined. The indicators will serve to measure progress, efficiency and effectiveness of the implementation of the NRN Action Plan in relation to its objectives and priorities.

A list of monitoring indicators for the NRN Action Plan is presented below: INDICATOR UNIT The number of training courses, workshops pcs. The number of conferences, meetings, seminars pcs. The number of trips/study visits/exchanges of experts pcs. The number of organised trade fairs, exhibitions, fairs, festivals, harvest festivals pcs. The number of organised competitions pcs. The number of other communication tools used for information or pomotion or dissemination of good practices, e.g. social media pcs. The number of established operational groups or partnerships acting for innovation pcs. The number of operational groups, partnerships participating in the network projects (including international) pcs. The number of LAGs represented in the thematic group on the Leader approach and the CLLD pcs.
