QBS Colorado What is QBS?  QBS stands for “Qualifications Based Selection”. It is a process used to engage professional services (architectural, engineering, surveying and construction management).  The selection relies solely on qualifications, without incorporating price in the initial selection.

Enabling Legislation  See Public Law , The Brooks Act (passed 1972)  Requires Qualifications Based Selection (QBS) of Design Professionals for all federal agencies.  See also Section to 1408, CRS (1988 & 1991)  Commonly referred to as “Mini- Brooks” or “Part 14”

QBS Colorado Basic QBS Process Description  Step 1: Issue Request For Qualifications  Step 2: Evaluate Submittals  Step 3: Negotiate Scope of Services, Terms and Fees  Step 4 (if required): Move to second ranked firm and repeat Step 3.

Independent Study  Study funded by ACEC, performed by CU, and Georgia Inst.
