Policy and Institutions After the brake up of the Soviet Union the governance was disastrous. State Fisheries Committee, plagued by corruption and scandals. Auction system and lack of control resulted in illegal fishing. Permanent system for allocation of fishing rights fundamental for growth Reforms started in 2004, Icelandic type of quota law. Goscomrybolovsto, the State Fisheries Committee abolished. Split between policy and executive functions Increased transparency

Policy documents The Marine Doctrine of the Russian Federation of 2001 a background document for developing policy, approved by the Maritime Collegiums, a committee of ministers and experts, headed by the Prime Minister.
