Suggested wording to be added to the MPD is as follows: If a Change of Customer Details request includes a request to change the usage type of a site from Commercial to Residential ESB Networks will validate that the site has a Maximum Import Capacity (MIC) of less than 30kVA. If the MIC is equal to or greater than 30kVA the requested change of usage will be deemed invalid and rejected using Market Message 014R (Rejection Code ICU).

RMDSRMDS Retail Market Design Services 33 New Discussion Requests –DR 0121 Extra validation required at creation of 306 and 307 messages –Raised by: RMDS The Market Design v5.1 states that the only Energisation status applicable to the 306 message is D – De-energised & the 307 message is E – Energised One non-compliant example has come to light: a 306 message was received by a Supplier with an Energisation Status of E – Energised. Cause:ESBN were correcting data relating to the installation. The energisation status for the time slice concerned was inadvertently deleted. The central market system picked up a later (incorrect) status and allowed it to be sent on the 306 Solution:Proposed to implement extra validations at the message creation step for both the 306 and 307 messages. This would mean that on creation of these messages Networks ISU will validate that the Energisation status on the message is in line with the message being triggered. If it is not the message would error (Not be sent) and would be checked by a user.

RMDSRMDS Retail Market Design Services 34 New Discussion Requests –DR 0122 De-couple Connection Agreement requirement from Change of Supplier where MIC > 100kVA and there is no Change of Legal Entity –Raised by: RMDS CER Decision 06/143 refers Discussion Request only covers the circumstance where there is no Change of Legal Entity accompanying the Change of Supplier request. A new customer at an existing site with an MIC > 100kVA who is changing supplier will still need to return a signed Connection Agreement before a Change of Supplier can complete Solution:Proposal to alter the existing Change of Supplier processes to include a check for Change of Legal Entity where MIC > 100kVA, if there is none, creation of a new Connection Agreement should be bypassed.

The proposed versioning change would replace the existing process whereby an e- mail issues from MRSO to Market Participants on D+4 notifying actual 341 readings that are replacing D+1 estimates.

RMDSRMDS Retail Market Design Services 38 SSL Cert Expiry SSL Certs for the live Hub are due to expire on 21st October MOIEX are planning to apply the new SSL Cert on Saturday, October 7th. MOIEX will issue new cert and scripts next week so that Market Participants can update their MPCC anytime until the deadline of 7th October. It is important that the update is applied before 7th October as communications between a Market Participant site and the Hub will cease to operate.
