Discovering Opportunities in eVA – A Locality Choice Debbie Field, VCO, CPPO Suzanne Swinson, VCO, CPPO Procurement Review Analysts

How can eVA help you?  eVA …. Saves time through electronic processing Saves money through leveraged buying Increases competition with 45,000+ vendors Provides transparency  Free e-Procurement tools eMall * Quick Quote * VBO electronic posting  Free Training available

Determining available products  State Contracts  Public Reports  VBO & PPEA Posting/Advertising opportunities  eMall  Quick Quote

What have other localities asked?  Can we use all of the state contracts?  Is competition still required when utilizing state contracts?  Can I use cooperative contracts?

What have other localities asked?  Do I have to compete if the vendor states that they will honor “state contract” pricing?  Do I have to enter orders into eVA for state contract purchases?  Can I restrict competition to one locality?

What have other localities asked?  Do I have to advertise in newspapers if I advertise in Virginia Business Opportunity?  Do I have to maintain a “bid list”?  Can I tell how many VBO notices went to a SWAM business in eVA? For a period of time?

What have other localities asked? (VPPA)  How do I handle tie bids?  Does 10 day posting requirement refer to business or calendar days?  Does the replacement of a damaged piece of equipment (covered by insurance) need to follow VPPA?

What have other localities asked?  Is Group Health Insurance considered a professional service?  A consultant?  An architect?  What’s the difference?

What have other localities asked?  Is the procurement file open to the public if the award is cancelled?  What if my locality or school system doesn’t have it’s own small purchase procedures?  What are the single quote limits before I need competition?

What have other localities asked? (eVA)  In Quick Quote, if the awarded vendor does not fulfill the contract, can we use the same Quick Quote to award to second place vendor?  How long is a Quick Quote good for (valid)?  Is shipping included when “Quick Quoting”? V

What have other localities asked? (eVA)  How do I help vendors use eVA? Specifically when they complain about not getting business or notices?  How long does the procurement records stay in eVA?  How can I see what I approved?

State Motor Fuel Program  Did you know that there is a state contract available to localities and schools for fuel?  Available products include diesel and gas (bulk, consignment, and fuel card)  Competitive pricing, ability to track mileage and usage, eliminates the need to reimburse  FORUM session Tuesday 9:15-10:15am Contact Sandra Bailey
