Meritorious Commander authority to promote junior enlisted based on merit and performance Quotas per command based on number of personnel Used to help deserving personnel who have problems with examinations 3

Examination Enlisted (Non-NCOs) Based on written evaluations, examinations, and other factors If pass examination with qualifying score and otherwise qualified 4

Selection Boards Senior Enlisted and all Officers Formal Process Impartial - Centralized Rights and Fairness are key 5

Officer Selection Boards Based on U.S. Constitution, Federal Law and Regulation, Service Regulations U.S. Constitution Art. II - The President shall nominate, and with the approval of the Senate, shall appoint “all other Officers of the United States.” 6
