Workshop on International Classifications Kazakhstan March 2013, Chisinau, Moldova

What classification of activities and products you are currently using Developed on the basis of NACE rev. 2: – National Common Classification of Economic Activity of the Republic of Kazakhstan (NCEA) at the 4-digits level, – Departmental Nomenclature of Economic Activities (NCEA 5-digits) - an enhanced version of NACE rev.2 at the 5-digits level Developed on the base of CPA 2008: – national classification of products by economic activity of the Republic of Kazakhstan (CPA) at the 6-digits level, – departmental statistical classification of products by sectors of agriculture, industry, construction, services at the 9-digits level Developed on the basis of COICOP an enhanced version at the 8-digits level – Nomenclature of commodity items to COICOP

Currently occurring revisions The State Standard Organisation of the Republic of Kazakhstan approved a new version of the NCEA (NACE rev. 2) in 2007 and the new version of CPEA (CPA 2008) in 2008 New versions of the NCEA and CPEA have been used in statistical production as of 1 January 2009 In 2012, as part of implementation of the SNA 2008 were developed and approved the following classifications : – Classification of financial assets – Classification of nonfinancial assets – Classification of functions of the Government – Classification of the purposes of non-profit institutions serving households, etc.

Status of implementation In 2009, on the basis of NACE rev. 2, CPA 2008 developed in different fields of statistics (activities at the 5-digit level, products – at 9-digits) In 2009, data collection forms for year 2010 were changed to take into account the new versions of classifications Since 1 January 2010, statistical data is collected in sectoral statistics, structural statistics and national accounts using new versions of NCEA and CPA Since 1 January 2010, statistical information published is based on the new versions of NACE and CPA Time series for was recalculated in , recalculation of time series for is planned for 2013

Specific questions raised in connection with the classification by activities Clarifications on the differences of classes "Activities of holding companies" and "Activities of head offices“ is needed The absence of an explanation for each subtype of CPA 2008 classification raises questions while classifying products For example, the production of alcohol from edible raw material with alcohol concentration over 80% was in the old CPA included in food industry, but the CPA 2008 includes these products in chemical industry (code ) As a result, all factories for the production of alimentary alcohol were moved from food industry to chemical industry

Time series issues For how many years do you usually recalculate data back in the new classification, for : – short-term statistics for Which methods do you use to calculate the previous years in the new classification, for : – Business registers: a double-coding (both old and new codes) based on conversion tables and surveys – In structural business statistics, short-term statistics and national accounts recalculation is done based on micro-data or conversion on the basis of coefficients

Other issues The absence of Russian translations of the majority of international classifications complicates introduction of classifications
