MAIN PROJECT OBJECTIVE Analysis of the current national legislation in accordance with the Protocols requirements Justify to the decision-makers an urgent necessity of such actions in order to reduce the damage to human health and the environment caused by transboundary air pollution Propose measures for reducing and control of the emissions of SO2, NOX, NH 3, VOC, HM and POPs caused by anthropogenic activities

Activity 1 Overview of main requirements of CLRTAP protocols (including on-going revision process); Overview of environmental legislation in partner countries relevant to the CLRTAP Protocols; Overview of responsible authorities for the ratification and implementation of specific requirements of the Protocols; Status analysis and baseline scenario, Creation of databases with all necessary information.

Activity 2 National emission inventory of relevant pollutants (SO 2, NO X, VOC, NH 3, POPs, HMs and PM) in accordance with EMEP/EEA Air Pollutant Emission Inventory Guidebook and the EMEP Emission Reporting Guidelines. Assessment of national emission projections of relevant pollutants (using the GAINS results where available) and estimate of feasible values of future national emission ceilings for SO 2, NO X, VOC NH 3 and PM 2.5.

Activity 3 Defining the major requirements and legislative measures for fulfillment of the obligations under the Protocols; Cost-benefit analysis of consequences and risks from ratification and implementation of selected CLRTAP Protocols;

Activity 4 Development of draft National Concepts/Strategies for implementing selected CLRTAP Protocols; Development of draft National Action Plans (Road-maps) for implementing selected CLRTAP Protocols in partner countries.

Budget The maximum budget available is 240 thousand EURO. Timing The anticipated commencement date is 01/11/2012. The period of execution of the contract is 01/02/2014. Equipment No equipment is to be purchased as part of this contract. 8
