INCIDENT MANAGEMENT DIVISION Mission The 20-person Incident Management Division at Sector Columbia River responds to all pollution threats along the Columbia River, and the coastlines and navigable waters of Oregon and southern Washington state. U.S. COAST GUARD SECTOR COLUMBIA RIVER OSC Report – Sept. 23, 2015 Product/AmountDateCase Details Diesel/sheen21 Sep20’ x 10’ sheen on Willamette River (IVO Swan Island). IMD deployed, determined product unrecoverable &dissipated. Houseboat fire(s)21 SepVancouver Fire responds, DOE determines no pollution, IMD confirmed no product in Columbia River. High media interest. Unknown/sheen20 SepSheen from unknown source, reported by transiting vsl IVO RM9 on Willamette Riv. IMD confirmed: dissipating. Oil/sheen20 Sep4’ sheen reported on north side of Cathlamet Bridge, Puget Island in Columbia River. IMD deployed, reported dissipated. Unknown/sheen19 SepUnknown, burning off near Frenchman’s Bar, Vancouver. Unknown/wildlife14 Sep2 ducks reported oiled IVO Half Moon Bay, WA. IMD teamed w/WA Parks and determined no further damage. Hydraulic oil/1 gal14 SepM/V TRIANON at RM105 on Columbia River reported discharge of 1 gal. IMD boarded vsl; no oil in water. Hydraulic oil/3 gal14 SepVigor Marine deployed absorbent/boom for spill from Dredge BAYPORT. IMD to follow up w/enforcement action.

GOV’T INITIATED UNANNOUNCED EXERCISE Kinder-Morgan, Portland, OR – Sept. 14, 2015 The facility received notice at 0800 of an unannounced scenario from Sector Columbia River to test the facility’s ability to respond to an “Average Most Probable Discharge of 50 barrels of diesel fuel.”

GOV’T INITIATED UNANNOUNCED EXERCISE Kinder-Morgan, Portland, OR – Sept. 14, 2015 Facility quickly activated sound response structure & executed facility response plan: boom deployed in less than 30 minutes; oil recovery devices staged in less than two hours; excellent command structure.

DREDGE BAYPORT HYDRAULIC OIL DISCHARGE Vigor Marine Shipyard, Portland, OR – Sept. 12, 2015 Dredge BAYPORT discharged hydraulic oil to the Willamette River on a Saturday, during which Reserve responders from Sector Columbia River IMD were on duty.

P/C LEGAL LIMIT II (STATION CHETCO RIVER) Brookings, OR, Aug. 25, 2015 Report from Chetco River Harbor of active discharge of transmission fluid from P/C at pier. Station personnel deployed absorb. pads, observed gray sheen, and took samples (for practice) b/c vsl owner (CG Aux) took complete responsibility upon returning to port and repaired ruptured hydraulic line. Estimated 1 gal. discharged.

CFV MARY JANE SINKS AT ANCHOR Newport, OR – Aug. 17, ’ commercial fishing vessel sinks outside channel (at anchor) with 600 gallons aboard. Owner hired contractor and all fuel removed with no discharge.

F/V TAMARA GROUNDING & REMOVAL Ocean Shores, WA – Aug. 11, ’ trawler w/2 POB issued a Mayday on Ch. 16. Vsl actively discharged diesel w/large crowd on beach. Sector Columbia River IMD federalized and contractor removed 400 gallons from one tank and 1,000 gallons of oily water from the other. 800 gallons potential; 400+ recovered

F/V TAMARA GROUNDING & REMOVAL Ocean Shores, WA – Aug. 11, gallons potential; 400+ recovered

F/V JAMIE K – DOI, OREGON, USCG Cape Blanco, OR – July 21, 2015 CFV runs aground in area with known wildlife; started as significant SAR case, resulted in complex & successful recovery of 1,000 gallons. NOTE: 2,000 gallons discharged.

CFV SEA PUP BREAKS UP ON ROCKS Newport, OR – July 10, foot commercial fishing vessel with 80 gallons of diesel aboard runs aground on north jetty at Newport, OR. Vessel broke up in surf on the rocks and all product was discharged, but deemed unrecover- able. IMD issued LOW.

U.S. COAST GUARD SECTOR COLUMBIA RIVER OSC Report – Sept. 23, 2015 Sector Columbia River issued 12 Letters of Warning (down from 13 last RRT OSC Report) and 10 Notices of Violation (up from 2). However, Sector Columbia River “federalized” more (12 cases) during this time period than in the same period in 2014 (7).
