Orkney Practice Forum Launch Event 4 July 2007 Elaine Grieve Assistant Chief Executive, Orkney Islands Council, Chair of Orkney Data Sharing Partnership and the National Practice Forum

What’s this all about? Tom McCabe, Minister for Finance and Public Service Reform wrote to all Chief Executives (NHS and local authority) and Chief Constables, on 12 January 2006 outlining the new governance structure for personal data sharing in Scotland, using the eCare Framework. Building on the work of the former eCare Programme, the aim of the new structure is to ensure that Scottish Ministers and local partners could collaborate in the best way to facilitate inter-agency data sharing within a national framework of governance and an improved communications infrastructure.

Why? Better care, protection, advice and assistance to the people of Scotland through the use of computers and communication technology. Operating within a framework of consent, using a technical framework which enables secure multi-agency data sharing between professionals - such as doctors, nurses, social workers, teachers and the criminal justice system.

Why have a Forum? provides a mechanism for consultation on national policy as it relates to electronic data sharing allows neutral reporting based upon professional experience and expertise as opposed to local or agency representation regarding data sharing provides an overview of practice implications for new policies and provide where appropriate realistic expectations in relation to data sharing.
