BACKGROUND CITY OF IVEY SMALL TOWN OF ABOUT 944 RESIDENTS LOCATED IN NORTHWESTERN WILKINSON COUNTY LESS THAN 3% MINORITY POPULATION. HISTORY OF SERIOUS INFRASTRUCTURE ISSUES. HOLLIDAY HILLS NEIGHBORHOOD BUILT IN THE 1950’S AS A PRIVATE COMMUNITY. WATER SYSTEM WAS INHERITED BY THE CITY IN LARGE AMOUNTS OF SUBSTANDARD AND DILAPIDATED HOUSING. 24 STREETS. 200 OCCUPIED HOUSEHOLDS. 534 RESIDENTS SERVED BY ONE 6” WATER MAIN.

PROJECT TARGET AREA TARGET AREA AND WATER LINES WERE MAPPED BY MGRC GIS TEAM. DOOR-TO-DOOR SURVEYS WERE CONDUCTED (12 SEPARATE TRIPS.) INITIAL PROJECT AREA DID NOT MEET LMI THRESHOLD. FOCUSED TARGET AREA TO ENTIRE NEIGHBORHOOD TOTAL NUMBER OF HOUSES SURVEYED FOR VALID SAMPLE SIZE: 200 (WATER CUSTOMERS) MGRC STAFF, CITY OF IVEY PUBLIC WORKS AND CITY COUNCIL MEMBERS.

PROJECT AREA PROBLEMS SUB STANDARD WATER LINES/ FREQUENT WATER MAIN BURSTS NO RELIEF OR CUTOFF VALVES IN THE ENTIRE NEIGHBORHOOD. ALL RESIDENTS WATER SUPPLY WOULD BE SHUT OFF FOR REPAIR PURPOSES, AT ANY TIME, FOR ANY LENGTH OF TIME. INADEQUATE FIRE PROTECTION LACK OF ACCESS TO HYDRANTS, INSUFFICIENT FLOW INOPERABLE WELL 2 WELLS, ONLY 1 IN OPERATION EPD VIOLATIONS

PROJECT AREA PROBLEMS LACK OF BACKFLOW PREVENTERS LEAKING OF WASTES AND/OR HAZARDOUS CHEMICALS INTO WATER LINE. FINANCIAL NEED LACK OF CAPITAL IMPROVEMENT FUNDS DUE TO CONSTANT REPAIRS. DEBT SERVICE ON $4 MILLION GEFA LOAN FOR VACUUM SEWER SYSTEM IN AVERAGE WATER BILL PER CUSTOMER $53.70 (1.72% OF MHI) FY 2015 GENERAL FUND BUDGET: $405,155 FY 2015 WATER/SEWER BUDGET: $257,900

DOCUMENTING THE NEED – RESIDENT COMMENTS “There are times when if your kids don’t get a bath at night (ie. Late night, fell asleep, etc,) you might would have to send the kids to school without a bath and worry about someone calling D.F.C.S if they were the “stinking” kid in class due to no water. Simply because the water is so frequently out – you have to prepare ahead of time – if you have 3:00 PM, BATHE them. You might not have 4pm.” -Resident at 204 North Lakeshore Drive

DOCUMENTING THE NEED – RESIDENT COMMENTS “…..First, we did not ask for this system to be put in we did not have a choice. Second, the water is out almost on a weekly basis with no warning whatsoever. Not only does it mess with our lines in our home it messes up hot water heaters. I'm also not convinced that the water is safe to drink. We can be getting ready for work at 6:00 in the morning and the water will be out. And yes we still go to work. Do you know how embarrassing this is for us?.....” -Lorea Sheffield, Holiday Hills Resident

MAKING IMPROVEMENTS PROPOSED IMPROVEMENTS  REPLACE APPROXIMATELY 5,100 FEET OF EXISTING 6”MAIN WITH A NEW 8” PVC MAIN;  REPLACE ALL IMMEDIATE SERVICE CONNECTIONS AND CONNECTING LINES WITH NEW ONES THAT INCLUDES ISOLATION VALVES, BACKFLOW PREVENTERS, AND AIR RELEASE VALVES;  INSTALL BLOW-OFF HYDRANTS AT DEAD-END LINES AND A SUFFICIENT NUMBER OF APPROPRIATELY SPACED HYDRANTS;  RAISE WELL CASING, PUMP AND DISCHARGE PIPING APPROXIMATELY 15’ TO MAINTAIN A MINIMUM CLEARANCE WITH EXISTING CONCRETE SLAB.

WHY WAS THIS PROJECT COMPETITIVE? BENEFITS TO AN ESTIMATED 534 RESIDENTS, WITH 386 OF THOSE BEING OF LOW-TO- MODERATE INCOME. (56% OF IVEY RESIDENTS!) LOW PER PERSON COST ($701/RESIDENT) MATCH AND LEVERAGE OF $25,000.00, MORE THAN SIX TIMES THE REQUIRED AMOUNT. (PROJECT SOUGHT $374,478 IN CDBG FUNDING) RESIDENT LETTERS AND DOCUMENTATION (NEWSPAPER ARTICLES, PICTURES, RESIDENT LETTERS) BONUS POINTS
