STARTING PHASE OF THE REGIONAL WASTE MANAGEMENT SYSTEMS (RWMS) DEVELOPMENT Establishment of Vilnius Regional Waste Management Centre Further development of the Regional Waste Management Centres 10 Regional Waste Management Centres (RWMC) established, out of them: - 8 Closed Joint-Stock Companies; - 2 Public Institutions.
CURRENT INFRASTRUCTURE OF THE REGIONAL WASTE MANAGEMENT CENTRES IN LITHUANIA: - 11 Regional household wastes landfills operating; - 46 collection sites for bulky wastes (CSBW) operating; - 19 green waste composting sites operating; - 5 waste transfer stations in action; - 1 sorting line for recyclables functioning;
Following the start of the new Regional landfills’ functioning, the appropriate closure of existing inadequate dumps, disposal sites, and littered up areas and their normalization commenced. 376 old landfills and disposal sites have been restored/recultivated within past 3 years. 258 old landfills and disposal sites currently are in the process of restoration/recultivation while some others are start phase.
PROBLEMS ENCOUNTERED: - The absence of definite and clear distribution of duties and responsibilities between Ministry of the Environment, municipalities and RWMC; - The deficiency of adequate and appropriate legal acts regulating the functioning of the RWMS and RWMC; - Deficit of the financial sources; - Litigations caused the hindrances to normal work; - Mistakes and oversights;
