Timely Implementation of TCMs

History  RACM developed for Severe Ozone Rate of Progress (ROP) Plan  2003 Incorporated in 2003 PM-10 Plan  2004 EPA approves RACM in PM-10 plan as Transportation Control Measures (TCMs) Conformity Rule requires that the RTP & TIP:  “must provide for the timely implementation of TCMs in the applicable implementation plan”

Documentation of Timely Implementation  2004 MPOs agree to document RACM/TCM commitments that have specific projects  For example, Reedley committed to install traffic signal at "I" Street and Reed Ave. & coordinate equipment from Manning to 11th Street 119 specific commitments  85 “Complete”  Still providing updates on 34 specific commitments

1200+ measures “Screens” Eliminate all measures that are not TCMs TCMs that might be eligible for federal funding Eliminate all measures not eligible for federal funding TCMs that are eligible for federal funding IN Require timely implementation Documentation of Timely Implementation (continued) OUT Not Subject to Timely Implementation  MPOs negotiate with EPA and FHWA on which other “general” measures are subject to timely implementation Decisions finalized at March 2006 workshop hosted by Fresno COG  Eliminated 460 of the 1200 measures 55 General Commitments for Fresno County agencies

What Does This Mean For My Jurisdiction?  Fresno COG must provide TCM updates as part of the conformity documentation 89 commitments still require documentation Local jurisdictions must provide status on measures noted with “TID” or “T2” on enclosed spreadsheet  Need to demonstrate: Priority funding is given to TCMs TIP/RTP do not interfere with implementation of any TCM  Failure to provide this information or complete these projects could result in a conformity lapse Which would halt over $250 million in transportation funding to the San Joaquin Valley each year  Formal substitution process necessary to replace approved TCMs

How long does this last?  Through 2010 OR  PM-10 Maintenance Plan San Joaquin Valley now in Attainment(?) Guidance allows for removal of control measures not necessary to maintain attainment
