Detection to Prevention & OASIS Pilot Registration Management Committee (RMC) & Certification Bodies (CBs),& Certification Auditors Presented by: Michael E. Shields, Jr. Defense Contract Management Agency Quality Assurance Executive Director 22 July 2015

Goal 1: Inform and contribute to affordability decisions DCMA Strategic Plan Goal 1: Inform and contribute to affordability decisions Objective 1.3: Modernize contractor oversight methods and practices to maximize effectiveness while reducing industry cost of compliance. Initiative 1.3.1: Transition oversight activities from detection to prevention to reduce failures and rework, delivery delinquencies and in-plant presence based upon risk mitigation analysis of objective process and performance data. 2

Strategic Vision “From Detection to Prevention” Goals: Quality Control to Quality Assurance (QC2QA) Transition a Multifunctional workforce from inspection-based methodology to one of data-driven actionable information Phased approach to increase the work force’s ability to adapt to a changing environment and requirements Goals: Provide customers with acquisition insight that increases their confidence in DCMA oversight activities Transition from QC activities to improved collection of contractor data (inspection, test, process control, …) to assure contract compliance Recruit, train, and retain a workforce prepared to meet future business environment

Methodology Establishing several pilots in collaboration with Primes Leveraging 3rd party QMS audits Creating consensus measures with suppliers that drive improvement Using objective supplier / DCMA process and product performance data Drive preventative actions, reducing contractor failure cost, improving outgoing quality and delivery performance 4

DCMA OASIS Pilot Concept -Application Leverage Industry Controlled Other Party (ICOP) certification scheme and Online Aerospace Supplier Information System – (OASIS) Leveraging objective evidence Consistent standard practices Align and/or reduce redundant QMS auditing Feedback to CB’s via OASIS for DCMA QMS concerns QMS / Approval Status of Organizations and critical Sub-tiers Risk Reduction via Leveraging CB activity at Contractor Facilities OASIS Watch List of Changes in Approvals 5

This Is a Journey From Inspecting Bad Product out to Producing Good Product Joint government-contractor development of the “value” proposition Supports investment in preventative initiatives, reducing overall quality costs Improves outgoing quality of goods produced for the Government Remove duplication and redundancy, while maintaining the technical footprint required to ensure conforming product The Results Less DCMA inspection and improved Contractor Quality Drive defects down while production quantities increase Bottom line You cannot inspect quality into a product 6
