Purpose The purpose of this phase is to provide a professional opinion on the potential current presence of RECS at the subject property, including potential impacts from known problems in the surrounding area.

Detailed Scope-of-Service Conducted a regulatory database search of known underground storage tanks. Reviewed geologic maps and literature on file in URS’ local office. Researched subject property by reviewing aerial photographs, topographic maps, and the availability of fire insurance maps

Significant Assumptions There are no significant assumptions.

Limitations and Exceptions The work conducted by URS is limited to the services agreed to with the City of Chicago Heights, and no other services beyond those explicitly stated should be inferred or are implied.

Subject Property and Vicinity Characteristics The subject property is currently vacant situated in a commercial area in Chicago Hts. The property is approximately 8 acres in size and is bound to the north by a shurgard self storage.

Physical Settings The surface elevation of the subject property is approximately 690 above mls. The subject property is relatively flat. Its located approximately 1.5 miles west of thorn creek.

Title Records The city of Chicago Hts owned this property since April Prior to the city's ownership, the property was owned by auto cam realty and Chrysler realty corp dating back to 1968.

Environmental Liens Use Limitations Property was provided to URS by the city of Chicago Hts.

Owner, Site Manager, and Occupant Information According to information provided by Mr. Santori the subject property was obtained for back taxes and was historically used as an car dealership.

Reason for Conducting Phase I ESA The city of Chicago Hts. Indicated that this Phase I ESA was requested in connection with a USEPA Brownfield's assessment grant.

Standard Environmental Records URS reviewed the EPR database to evaluate whether activities on or near subject property have the potential to create a REC on the subject property.

Solid and Hazardous Wastes No solid or hazardous wastes were being generated at the subject property at the time of the site reconnaissance.

Drains and Sumps Storm drains were observed in the asphalt paved areas of the subject property and what appeared to be the remains of floor drains were observed in the old building foundation.

Waste Water No water waste is currently generated on the subject property.

Utilities The subject property is currently vacant and not connected to any active utilities.

Wells No evidence of wells was observed on the subject property.

Pits, Ponds, Lagoons No pits, ponds, or lagoons were observed on the subject property during the property visit.

Other Physical Evidence of Contamination URS did not observe any other physical evidence of contamination on the subject property or adjacent properties during the site reconnaissance.

Conclusions The subject property is listed in the UST database as having a 550- gallon used oil UST. Eight hydraulic car lifts were noted within the foundation of the former car dealership. Stains were noted on the ground on the north side of the building foundation and near the pad mounted transformer on the north side of the site.
