CPD Terms Office of Community Planning and Development – We provide funding to local governments and States through an annual formula process and an annual competitive process. The Formula funding is provided to: Entitlement Communities (Formula) Cities (50,000 + population) Urban Counties (200,000 + population) 20 – Entitlement Grantees

Community Development Block Grant (CDBG) CDBG provides eligible metropolitan cities and urban counties (called “entitlement communities”) with annual direct grants that they can use to revitalize neighborhoods, expand affordable housing and economic opportunities, and/or improve community facilities and services, principally to benefit low- and moderate-income persons. Formula Grants - Continuation

HOME Investment Partnership Program (HOME) HOME is the largest Federal block grant to State and local governments designed exclusively to create affordable housing for low-income households. Each year it allocates nearly $2 billion among the States and hundreds of localities nationwide. HOME funds are awarded annually as formula grants to participating jurisdictions. The HOME program includes funding for the American Dream Downpayment Initiative (ADDI). Formula Grants - Continuation

HOME Eligible Activities  Homeowner rehabilitation  Homebuyer activities ( acquisition and/or rehab or construction)  Homebuyer programs (downpayment and closing cost assistance)  Interest subsidies (HOME is the largest Federal block grant to State and local governments, that is designed exclusively to create affordable housing for low-income households.)

American Dream Downpayment Initiative Program (ADDI) The American Dream Downpayment Initiative (ADDI) was signed into law on December 16, The American Dream Downpayment Assistance Act authorizes up to $200 million annually for fiscal years ADDI will provide funds to all fifty states and to local participating jurisdictions that have a population of at least 150,000 or will receive an allocation of at least $50,000 under the ADDI formula. ADDI will be administered as a part of the HOME Investment Partnerships Program, a formula grant program. The Program is designed to increase the overall homeownership rate; create greater opportunity for homeownership among lower income and minority households; and to revitalize and stabilize communities.

Housing Opportunities for Persons with AIDS (HOPWA) The Housing Opportunities for Persons with AIDS (HOPWA) program provides housing assistance and related supportive services for low-income persons with HIV/AIDS and their families. Grants are provided by formula allocations to States and metropolitan areas with the largest number of cases and incidences of AIDS; and also by competitive selection of projects proposed by State and local governments and nonprofit organizations. Emergency Shelter Grants (ESG) Emergency Shelter Grants are awarded for the rehabilitation or conversion of buildings into homeless shelters. It also funds certain related social services, operating expenses, homeless prevention activities, and administrative costs. HUD allocates ESG funds annually based on the formula used for the Community Development Block Grant. Formula Grants - Continuation

Section 108 Loan Guarantee Section 108 is the loan guarantee provision of the Community Development Block Grant (CDBG) program. Section 108 provides communities with a source of financing for economic development, housing rehabilitation, public facilities, and large-scale physical development projects. This makes it one of the most important public investment tools that HUD offers to local governments. It allows them to transform a small portion of their CDBG funds into federally guaranteed loans large enough to pursue physical and economic revitalization projects that can renew entire neighborhoods.

Section 108 – Cont. Such public investment is often needed to inspire private economic activity, providing the initial resources or simply the confidence that private firms and individuals may need to invest in distressed areas. Section 108 loans are not risk-free, however; local governments borrowing funds guaranteed by Section 108 must pledge their current and future CDBG allocations to cover the loan amount as security for the loan.

Brownfields Economic Development Initiatives Grants The Brownfields Economic Development Initiative (BEDI) is a key competitive grant program that HUD administers to stimulate and promote economic and community development. BEDI is designed to assist cities with the redevelopment of abandoned, idled and underused industrial and commercial facilities where expansion and redevelopment is burdened by real or potential environmental contamination.

YouthBuild Youthbuild shows young people how to build new homes for people in need, and new lives for themselves. Each year, youths who participate in Youthbuild receive a combination of classroom academic and job skills development and on-site training in a construction trade. With support from HUD, Youthbuild participants are able to put their newly acquired skills to good use rehabilitating and building housing for low-income and homeless people in their communities.

Rural Housing & Economic Development The Rural Housing and Economic Development (RHED) Program provides for capacity building at the State and local level for rural housing and economic development and to support innovative housing and economic development activities in rural areas.
