Boat Central Benefits the Marina 3

 Increases small boat storage in the Marina – Adds up to 345 dry boat storage spaces and 30 mast up spaces, equivalent to a 7% increase in Marina del Rey berths.  Carries out LCP policy for small boat storage – The Project exclusively serves small boats and helps carry out the County’s effort to “right-size” wet slip marinas by shifting some small boat storage from wet to dry storage.  New storage option – The Project offers a new storage type for small boaters, opening up the marina to new and different boater population segments – particularly those without the time or ability to maintain a boat in the water.  Environmentally-friendly – The out-of-water boat storage reduces water pollution, while project materials and design allow for natural lighting and ventilation. 4

Why Go Over-the-Water?  Allows direct, efficient transfer of boats to and from the water with a gantry crane and hydraulic lift  Increases storage capacity by about 30%  Provides approximately 50% greater gross service area as compared to landside only structure  Allows the preservation of a wide view corridor to the water  A space-efficient design which maximizes storage while preserving water area for recreation 7

Boat Central Efficiently Stores Boats and Consumes Minimal Water Area 3 times this amount of water area would be needed if the 345-space Boat Central project was developed as wet slips. 9

Boat Central is LCP Consistent  Supports LCP priorities – The project supports the LCP top priority of Recreational Boating as well as the priorities of Public Access, Views of the Harbor and Preservation of the Small Craft Harbor.  Consistent with development standards – The project is consistent with LCP requirements as certified by the Commission in February  Helps meet LCP quota for dry storage – The project helps meet the LCP’s mandate for the provision of over 1,000 dry storage spaces. 14

The Project’s Promenade The public promenade is located along Fiji Way and along the west side of the dry stack structure. The promenade ends at a small, waterfront view park. Promenade Waterfront View Park 15

Extending 45’ on its east side and 97’ on its west side, the Boat Central structure is set back over 100’ from the water lease line. The project extends only half as far as the adjacent wet slips, which reach the 200’ lease line. Boat Central Does Not Encroach on the Basin H Channel 200’ 97’ 45’ 16

In conclusion…  This project has been under public review since 2010 and has received prior approvals from the Coastal Commission and County.  This hearing is the final entitlement necessary to approve the project.  Boat Central is a considerable benefit to the marina, providing a new option for the small boater.  The project is consistent with the LCP as approved by the Commission in February
