DEVCO C/5 Infrastructures "GMES (Global Monitoring for Environment and Security) & Africa" is a cooperation framework for the development and implementation of Earth Observation services to support sustainable development in Africa. GMES & Africa was established in 2007, integrated into the First Action Plan of the EU-Africa Joint Strategic Partnership (JAES). ‘’GMES & Africa’’ will enable the consolidation of services developed by previous (PUMA, AMESD) and on-going (MESA) EU-supported projects involving space applications, fostering their expansion to other geographic zones of the continent. GMES & Africa initiative

DEVCO C/5 Infrastructures builds upon EU-supported €11M PUMA (‘Meteorological Transition in Africa’ ) & € 21M AMESD ( ) projects in Sub- Saharan Africa is consistent with the “GMES (Global Monitoring for Environment and Security) and Africa” EU initiative, that it is aiming to support provides for the upgrading and maintenance of 164 receiving stations installed by PUMA and AMESD allowing continuous direct reception of meteorological and environmental satellite data streams uses GIS applications, space-based and in situ EO data and information for monitoring environment & security in Africa at the continental, regional and national levels receives technical support from JRC & EUMETSAT MESA:

GMES and Africa Support Programme: will be a contribution to the Global Monitoring for Environment and Security (GMES) & Africa initiative. will enable the consolidation of services developed through the MESA and support their expansion to other geographic zones of the continent, including Northern African countries and South Africa. Support will be provided to also develop new services. activities will be implemented by Regional Implementation Centers (RICs), together with their local partners. A pool of technical assistance will be available to provide technical support and training. The AUC will provide the policy guidance.

DEVCO C/5 Infrastructures The European Geostationary Navigation Overlay Service (EGNOS) is a satellite based augmentation system (SBAS) developed by the European Space Agency, the European Commission and EUROCONTROL. It supplements the GPS, GLONASS and Galileo systems by reporting on the reliability and accuracy of the positioning data. Precise satellite navigation has an important potential for the socio-economic growth in many areas, such as aviation, maritime safety, inland waterways navigation, land and cadastre management, oil and mining exploitation and agriculture. DEVCO C/5 Infrastructures The extension EGNOS in Africa will contribute to improve flight safety by increasing coverage in the continent through the modernisation of air navigation systems. The aviation industry in Africa is a key contributor to trade and economic development in the continent. The Secretary General of Airports Council International (ACI) predicted that the aviation industry in Africa will grow by 3.9% per annum through to 2020, compared to a world average of 3.4%, while cargo volumes are expected to grow at the even higher rate of 5.9% per year to To be specially noted that the African region accounts for only about 3% of the world traffic movements, but it makes up 19% of world accidents. DEVCO C/5 Infrastructures EGNOS in Africa Today, 87 % of Africa is 250km from a main or regional airport Today, 37 % of Africa is 250km from an instrumentaly landing-equipped airport Full deployment of EGNOS services in Africa will greatly improve safety and reduce transport costs and time According to a cost-benefit analysis commissioned by the EC, the cumulative undiscounted net benefits of EGNOS extension to Africa on a 30-year timeframe ( ) is estimated to be around €1.7B for the aviation sector alone!

DEVCO C/5 Infrastructures The next phase of EGNOS in Africa will allow for: the continuation of support to the JPO and technical assistance for the management of the design and development phases of EGNOS Africa support for infrastructure deployment in the ASECNA region.
