A thematic approach to support a systemic follow-up of the SDG’s

Experience of the MDG era A fragmented environmental pillar of sustainable development with multiple review and policy platforms; Impact in implementation of review institutions created during the 1990s and 2000s remained weak; System was not able to respond flexibly to new and emerging issues and accommodate new actors; Review of the progress across the MDG’s was inadequate;

A transformed environmental pillar of sustainable development Synergies within Multilateral Environmental Agreements (chemicals, wastes, biodiversity, soils, oceans and atmosphere) Strengthened science-policy interface (IPBES, GEO, MEA’s SBSTTA’s and other innovative platforms) Establishment in 2013 of UNEA as universal, decision-making body for: Setting the global environmental agenda; Providing policy guidance and defining responses to emerging environmental challenges; Undertaking policy review; Organizing multi-stakeholder dialogue & fostering partnerships; Linking to the institutional framework of Sustainable Development

UNEA-2016 a contribution to a thematic approach Overarching theme: Delivering on the environmental dimension of the Post Agenda; Thematic ministerial policy review : Healthy Environment-Healthy People: Complement the overarching theme of the HLS; Demonstrate pathways for accelerating the implementation of the Sustainable Development Goals; Allow ministers to focus on strategic issues, including air quality, waste, chemicals and healthy ecosystems; Supportive of the mandates of UNEP and other relevant international organizations; Global thematic report: Address the interconnection between healthy environment and healthy people in light of the Post-2015 Agenda; Draw from contributions from Multilateral Environmental Agreements secretariats, UN system organizations, experts and stakeholders; A contribution to the global review efforts;

The post 2015 era: an opportunity for a systemic approach to follow-up and review Some issues to reflect upon: How to strengthen the HLPF as a centerpiece of a coherent review and follow up system? How to structure the coherent UN system-wide engagement across social, economic and environmental bodies in the review and the implementation of the post-2015 development agenda? How to enable the interaction between thematic and regular, state-led reviews on the implementation of the sustainable development goals? How to maintain momentum and retain the involvement from stakeholders in the follow-up and implementation of the SDGs?
