Conceptual & Contextual

Conceptual To establish effective use of ICT in education –Primary & Secondary Schools, long distance learning, special needs –Development of teaching methods and teacher training. –Development of curriculae, online content, content developers. –Deployment of laptops and other computers to all schools –Ubiquitous, strong access to the internet. To create a strong synergy between school and community. To have key companies work together to provide ICT solution(s) for the MOE, in the most cost-effective and efficient manner.

Keiretsu Keiretsu: A System comprising a set of companies with interlocking business relationships. It is a type of business group that values Honour among members. –A horizontal keiretsu shows relationships between entities, normally centered around a bank and trading company. In this case, centered around the client - MOE. –The keiretsu model of Japan has not appeared outside Japan, but many non-Japanese businesses are described as keiretsu such as the Virgin Group (UK) and Tata Group (India). Airline alliances such as Oneworld and the Star Alliance have also been described as keiretsu. –Our local “keiretsu” is formed solely to capitalize on synergies, to create a quality solution with efficiencies in cost & schedule.

Laptop and hardware supplier. –System Installation, maintenance, support structure in place, capable of scaling to meet increased demand Microsoft - Partners in Learning program: Liz Romero, Evangelist (Puerto Rico), Terence Philip (T&T manager), Jubilee Consulting (PIL NGO partner). –Pedagogy development programs with teacher training, and curriculum development. –Online content. Intel - Ricardo Olarte, GM LAR, Northern Cone –Intel Classmates PC Program and WiMax connectivity. Jubilee Consulting - Dennis Noel, CEO. Contextual Needs analysis of Client –Known to a large degree through prior discourse –Gaps still need to be filled. All needs documented. Cost –Cost of one laptop per child must be minimized. –Funding sources - government allocations, loans from IADB & other international agencies, philanthropy. Project deliverables & assignees, schedules, checks & balances, milestones & assessments –The more thoroughly the scope of work is defined upfront, the lower the cost, less change orders churn, and the greater the chance of success. Strategies & tactics –Many stakeholders, many needs. –Microsoft, Intel, and IADB to contract with MOE for the project as a team. –Caricom, CXC, trade certifications, etc..

PROCESS Jubilee will meet individually with members to identify and resolve issues related to individual members’ scope and expertise. 1 bi-weekly group meeting with all members, for alignment and ratification purposes. Microsoft, Intel & Jubilee to meet with IADB and report to MOE. MOE timely review & approval for all recommendations Individual members’ timely execution of commitments and deliverables. Scheduled status update reports to MOE.

Milestones and Schedules Comprehensive Plan from Group - Strawman –Due December ‘07 MOE approval of Plan. –Due January ‘08 Partners in learning start up. –Begin February ‘08 Comprehensive Plan from Group, detailed - Final –Due February ‘08 MOE approval of proposal –Due March ‘08 Procurement of laptops by Intel for phase 1 pilot –Order placed in April ‘08 Pilot for defined schools –Begin September ‘08 Assessments and Evaluation of pilot –Begin September ‘08 through February ‘09 Phased rollout to all schools –Begin March/April ‘09 through 2012 Assessments and Evaluation –Continuous through life of program.

Help needed MOE sharing of existing or planned ICT strategies. –For synergies, direction, collaboration. Timely MOE approvals for Group strategies, tactics and implementation process. Transparency in all project details by all members to protect the client and each other from malfeasance. –Stay Legal! Non-disclosure of confidential and/or proprietary information from all members. Selfless participation in process for the overall good of the project. –Schedule, cost, procurement.
