Canara Bank is the accredited Bank of Ministry of HRD. Sarva Shiksha Abhiyan (SSA) is Government of India’s flagship programme for achievement of Universalisation of Elementary Education (UEE) in a time bound manner. A partnership between Central, State and Local Governments. Ministry of HRD desired to put in place a system for monitoring the funds of SSA. Canara Bank in association with HRD Ministry has developed WEB PORTAL for Monitoring the funds of the SSA project. Sarva Shiksha Abhiyan Web portal-Concept

The Portal aims to monitor the following: a) Status on transfer of Central Govt. funds to State Headquarters. b) Receipt of State contribution. c) Transfer of funds to Districts and utilisation. d) Details of Other Receipts. e) Cash Balance at State level and District level accounts. Funds flow through dedicated accounts. Dedicated accounts with Canara Bank at all State Headquarters. Accounts at District Headquarters wherever Canara Bank is having a branch. In respect of some of the districts where Canara Bank is not having branch, dedicated accounts have been opened with other Banks in consultation with the Ministry of HRD. Sarva Shiksha Abhiyan Web portal – Implementation Presently the web portal has been implemented in 27 States and 274 Districts including North Eastern States. User-ids have been created and intimated to all other Banks from whom the request for user creation has been received. All SSA accounts in Canara Bank branches have been covered (123 SSA Accounts) Training has been conducted for officials of SBI,PNB and SBBJ,State Project officials as well as Canara Bank officials.

Implementation Issues Web portal has to be implemented for the remaining accounts. A single dedicated account has to be maintained in Canara Bank, wherever there is a branch. Multiple accounts are maintained in some of the State/District levels (Different accounts maintained in different Banks) In some of the states State Level Accounts are not maintained with Canara Bank. As a result SPD loses contact with Canara Bank for successful implementation of the Web Portal. A mechanism for tracking change/Transfer of SSA dedicated accounts has to be devised. A Single Point of contact arrangement with other Banks has to be established for smooth implementation and monitoring of upload in the portal.

A Roadmap for effective implementation State Project Directors shall submit the Bank wise details of SSA Accounts, Change/transfer of existing SSA Accounts to HRD Ministry. HRD Ministry will advise the details to Canara Bank for creation of user-ids and for necessary training requirements. Canara Bank will create the user-ids and inform the respective Banks. Banks shall upload the data on a regular basis upon receiving the user-ids from Canara Bank.

A Roadmap for effective implementation Canara Bank will forward a report on progress of upload to Ministry of HRD. Canara Bank will impart necessary training to Govt. officials and other Bank officials on a training to the trainer basis upon getting the request for the same from respective Banks as approved by HRD Ministry. The above approach will help to create an up-to-date centralised repository of SSA Accounts which will facilitate an effective monitoring mechanism. Being the Accredited Bank of HRD Ministry maintenance of SSA dedicated accounts at State level and District level in Canara Bank wherever Canara Bank is having a branch will ensure proper monitoring of upload in the SSA web portal.

Advantages, Benefits & Future Plans Maintenance of the portal by Canara Bank for all SSA Accounts across the country. Access to the online reports of SSA Accounts in the portal to the State Project Officials and Ministry of HRD Canara Bank will ensure timely upload of the SSA Accounts maintained in Canara Bank through an effective Internal monitoring mechanism. Canara Bank will facilitate a single Point of Contact arrangement in all States for State Project Directors. Necessary training will be imparted by Canara Bank as per the requirement. Plans to cover the SSA Accounts beyond district level in future. A Centralised Extraction and upload facility will be implemented shortly
