Interstate Compacts A.An agreement between 2 or more states Art. 1 Sec. 10: no state can enter into agreement/compact with another state without the consent of congress
Full Faith and Credit A.Valid documents & records B.Exceptions 1.Only civil- not criminal 2.States granting divorces a.Williams v. North Carolina: must obtain divorce in state you reside
Full Faith and Credit C. Extradition: criminal returned back to the state where he or she has committed a crime
Privileges & Immunities Art. 4 sec. 2 clause 1: No state can draw unreasonable distinctions between its own residents & those who live in other states Examples: contracts, licenses, buy/rent, marriage, etc.
Can’t make stipulations 1.Hicklin v. Orbeck (1978) – can’t make a law to hire residents over non-residents 2.Can be reasonable: higher tuition, higher hunting/fishing licenses, etc. 3.Saenz v. Roe (1999) – can travel from one state to another
