Partners Government of Laos NRSC active, system set up, but not yet fully operational on substantive issues - Ambivalent relationship: e.g. GRSP proposals, capacity building, and No MOU - Loss of institutional memory - Restarting the partnership PRSC just set up yet to become operational Traffic Police: good partner, limited capacity Non-GoL partners SweRoad WHO (potentially) NZ Aid

Database At the government level: TP data computerization nation- wide, eventually to be internet-based HIB data collection (hospital survey, helmet survey, traffic counts): twice a year Data used mostly for informing HIB program strategy Limited use for lobbying, wider dissemination – use of media? Would it work in urban areas?

Human Resources 6 (4 in Vientiane, 2 in Savannakhet) + 1 coming back soon! Of which, 4 are: less than 6 months in HIB 4 are: less than 25 years old (first job) Largely inexperienced – capacity building as the immediate priority, close coaching required High potential, but not prepared for strategic/analytical tasks in near future Lack of project manager Need for additional human resources: profile?

Direction Compliance or enforcement? Awareness is not enough, renewed focus on behaviour change Work with the private sector as stakeholders: alcohol producers/suppliers, auto industry, petrol industry, transporters (buses, fleets), insurance company, etc Linkage with the disability sector Broader approach/partnership: creating a safer/inclusive community – linkage with non RS partners Broadening, upscaling, handover? Exit strategy
