TRAINERS’ TRAINING AND WORKSHOP ON INTERNATIONAL LABOR STANDARDS, FREEDOM OF ASSOCIATION AND COLLECTIVE BARGAINING FOR AO 35 MEMBERS AND SELECTED NTIPC-MB AND RTMB MEMBERS May 2015 One Tagaytay Place, Tagaytay City, Cavite

Programme Objectives: 1. To capacitate a core group of focal/ resource persons within the AO 35 TWG, Secretariat, selected oversight and investigation teams on international labour standards, ILO Conventions 87 and 98, and how these rights are protected by national laws and regulations; 2. To gather inputs/recommendations from participants on specific strategies to improve the case-building for alleged labor-related human rights abuses as well as the coordination between the RTMBs and field level AO 35 composite teams; and 3. To gather recommendations from participants on how to integrate principles of freedom of association and collective bargaining, relevant laws and procedures, as well as inter-agency guidelines into the operational manual/ training programme of the AO 35 teams.

Expected Outputs:  Core group of AO 35 members from investigative and prosecution teams and selected tripartite monitoring board members from the national and field levels who have better understanding of ILS, FOA and CB principles which they can apply in the review or case-building of labor-related high profile cases.  Proposals or inputs from participants on specific strategies to case- building for alleged labor-related human rights abuses as well as the coordination between the RTMBs and field level AO 35 composite teams.  Proposals on how to include principles of FOA and CB, relevant laws and procedures, as well as inter-agency guidelines into the operational/ training manual developed by the DOJ.
