7 Evolution of Education Reform Elementary and Secondary Education Act (ESEA)- passed in 1965 as part of Lyndon Johnson’s War on Poverty –ESEA has provided federal funding to the neediest students and schools for over 40 years. It has been reauthorized eight times—usually every five or six years—since no significant changes other than creation of Title IV- Safe and Drug Free Schools and Communities Clinton’s Goals 2000 and Improving America's Schools Act (IASA) Bush’s NCLB passed
8 NCLB Focus NCLB requires all public schools to administer a state-wide standardized test (all students take the same test under the same conditions) annually to all students. The students' scores are used to determine whether the school has taught the students well.
9 Adequate Yearly Progress Schools receiving Title I funding must make Adequate Yearly Progress (AYP) in test scores: –Second year: publicly labeled as being "in need of improvement“ –third year: forces the school to offer free tutoring and other supplemental education services to struggling students. –fourth consecutive year: school is labeled as requiring "corrective action” –fifth year: results in planning to restructure the entire school –sixth year- the restructuring plan is implemented
