 Originally PL , Education for All Handicapped Students Act, first enacted in 1975  Open schools to all students with disabilities and ensure benefit from special education  Current focus—provide a free, appropriate public education to all students with disabilities

 IDEA now serves students from birth to 21 (historically 6 to 18)  Three sections  Part A: sets out intent of law  Part B: serves students ages 3 to 21  Part C: serves students ages birth to 2

 6 million students, ages 6-21  369,596 infant and toddlers (2.2%)  670,750 pre-school children (5.8%)  2/3 boys and 1/3 girls  Approx 1.8 to 18% of students in gifted (depending on states)  Slightly more females than males in gifted programs NOTE: Pay close attention to Figure 1.2
