Discharges and after 23,000 receive no additional payment. The base amount plus the discharge related amount is then adjusted by a Medicare share ratio: Medicare inpatient days / (total inpatient days*((gross revenue - charity) / gross revenue)) Calculations: Base Amount$2,000,000 Qualifying Discharges-1,149 Discharge-related Amount0 Revenue Ratio1.000 Medicare Share Ratio#DIV/0! Hospitals first qualifying after 2013 are subject to reduced transition factors. Hospitals that are not meaningful users by 2016 will receive no incentive payments. Penalties will be applied to hospitals that are not meaningful users by 2015.
