Regional Ecosystem Based Fisheries Management Facilitating development of a “common regional EAFM framework for legislation and policy” Establishing regional/national fisheries learning networks and linking regional universities Supporting LRFT regional framework developed and adopted by at least 4 of the CT6 countries Supporting development of a regional system of MPAs

National Ecosystem Based Fisheries Management Supporting formation of a regional science advisory council Supporting revision of national and sub- national fisheries management frameworks Developing ecosystem-based indicators for fisheries monitoring protocols Supporting science-based integration of MPAs into fisheries management policies

National Ecosystem Based Fisheries Management Providing support to pilot VMS and fisheries observer program Designing spatial zoning plans and management strategies for specific fishing gears Supporting development of best practice manual for deployment of nearshore and community-based FADs

National Ecosystem Based Fisheries Management Developing draft zoning plans for the spatial management of trawler and purse seine fishing gear using MARXAN to model various options Supporting inter-jurisdictional coastal fisheries management policies/plans Supporting development of national integrated coastal and nearshore resources management law

National Ecosystem Based Fisheries Management Supporting development and i mplementation of community-based EAFM strategies Supporting governments and communities in identification of spawning aggregation sites to declare as MPAs Supporting consolidation and warehousing of data needed to support EAFM adaption into national fisheries management policies.

LRFFT and CTI Ecosystem Based Fisheries Management Proposed USCTI EAFM Workplan/Strategy Time Period: FY Two cross-cutting objectives: (a) capacity building; (b) private sector outreach and partnership. OBJECTIVE ONE: By 2012, have a “common regional framework for legislation and policy for EAFM” developed at the CT6 level and endorsed through SOM.

LRFFT and CTI Ecosystem Based Fisheries Management OBJECTIVE TWO: By 2013, support national fisheries agencies in the development of national legislation and policies for EAFM including LRFFT in each CT6 country.

LRFFT and CTI Ecosystem Based Fisheries Management OBJECTIVE THREE: Apply EAFM at regional and national levels; including: (1) joint management of shared or highly migratory fisheries resources, and (2) 1-2 demonstration sites in priority geographies per country, in an integrated manner (with CCA, MPA goals). (3) (LRFT/IUU policy) Develop regional and national LRFT policies in support of EAFM principles (ongoing). Review NOAA agenda and annual proposed activity plans relating to IUU and LRFFT target. Provide small-scale fisheries focus within regional IUU framework.

LRFFT and CTI Ecosystem Based Fisheries Management OBJECTIVE FOUR: By 2013, build, store, manage, and transfer EAFM knowledge and skills vertically and horizontally across CT6. Two sub-objectives: (1) To develop institutional and practitioner capacity in CT6 countries to utilize EAFM. (2) To launch an EAFM regional learning network.
