What three factors must a community consider when setting priorities?  A community must determine what it values most, define its specific goals, and then rank those goals in order of importance  6. What is a master plan, and how does it become public policy?  A master plan states the goals of the community and how those goals will be achieved. If the local government accepts the master plan, the plan becomes public policy.
