2 So, What are We Going To Do? Take the best of commissioning process practice and incorporate into the ESPC process Develop a Guide Develop Sample tools Complete a pilot project

3 Tasks to be Completed Interviews and meetings with ESCOs Develop the guideline on how CxP can effectively be integrated with Super ESPC program Develop sample tools/templates with the Cx Working Group members for use in Super ESPC projects – This would include ‘shared formats’ that are proven from all projects

4 Positive Outcomes of the CxP for ESPC Projects All expectations defined early and clearly understood Non-energy benefits known and included in the early proposals and planning More value delivered to the Agencies

5 Positive Outcomes of the CxP for ESPC Projects More profits or larger projects with the same investment for the ESCOs Development of a library for CxP supporting documentation

6 Benefits to ESCOs and Agencies Uniform implementation of the Commissioning Process for ESPC Projects Shared formats from all projects, as one basis for input to the Library of Formats for the Cx Process – Note: ( “shared formats” means, as templates for specific project or energy implementations are developed by an ESCO related to the commissioning process during a project and determined to be effective (with suggested revisions) at the final continuous improvement session or as part of the final commissioning process report, it would be put into the library for others to use. A cost benefit of the ESPC program to the Agency. Recommend including tentative formats from early projects. This aids everyone who is involved in more than one project in understanding commissioning formats, including, Cx Plans, checklists, performance tests, reports, etc. )

8 Working Draft Super ESPC CxProcess Phase 1: Held after Initial Proposal Kickoff meeting facilitated by DOE Form CxP Team Convene a Project Intent Workshop Draft Project Intent Document Use PI Document to guide development of the initial proposal and to increase certainty of acceptance Develop the format for the issues/benefit log and report

9 Working Draft Super ESPC CxProcess Phase 2: Initial Project Development Cx Team meets with Agency and ESCO – Note: CxTeam may only be the ESCO designated Commissioning Process leader and Coordination person from the Agency for many projects and others as required Refines Project Intent Document based upon, and to match the Initial Proposal Scope Develops the Cx Plan Defines energy and maintenance benefits, and expected indirect benefits (productivity, satisfaction, and others that will be standard for benchmarking, the Cx Working Group will develop as we go)

10 Working Draft Super ESPC CxProcess Phase 3: Negotiating and Awarding of DO Revise the PI that will be used to verify the project implementation or installation, and benchmark the project during turnover and use for the life of the implemented measure, to match the final DO Refine the Cx Plan to match negotiated award in the DO (Other Activities that need to be considered, can be developed at Wednesday Session or at a later working session. Need to add and foresee commissioning requirements that have value to both ESCO and Agency during Phase 4 and after turnover or use by the Agency)

11 Working Draft Super ESPC CxProcess Phase 4: Implementing the DO - Design Develop design checklists for use at 30, 60, and final design Verify the completed design checklists Use statistical sampling methods for verifying that the plans and specifications meet the project intent Integrate CxP activities during construction and turnover into project specifications (construction checklists, meetings, performance testing, etc.)

12 Working Draft Super ESPC CxProcess Phase 4: Implementing the DO – Performing Modifications or Installations Team meetings, as required to address project intent and quality issues. Review the the commissioning process activities, why and benefits, during pre- construction meeting Review selected and random equipment, materials, and other submittals for compliance with the project intent

13 Working Draft Super ESPC CxProcess Phase 4: Implementing the DO – Performing Modifications or Installations Verify the completed construction checklists – require only sample physical check of each task or installation for maximum effectiveness and lowest cost Use statistical sampling methods to verify the checklists are completed accurately and project intent achieved

15 Working Draft Super ESPC CxProcess Phase 4: Implementing the DO – Performing Modifications or Installations Participate in and formally verify performance and other required tests or evaluations, this will include M&V Agency  Reviews ESCO’s Cx Report and other material as deemed appropriate  Reviews the Continuous Commissioning Plan

16 Working Draft Super ESPC CxProcess Phase 4: Operations and Occupancy ESCO’s CxA assists Agency O&M staff in addressing any operational, training, or performance issues Verifies effectiveness for any first year additional training that is required Witnesses and verifies the report on any Seasonal Testing

17 Working Draft Super ESPC CxProcess Phase 4: Operations and Occupancy Use Perform the first year continuous commissioning requirements or assist the Agency in performing the requirements in the first year Execute a Lessons Learned workshop at the 8-10 month period to develop information for the Continuous Improvement Report

18 Working Draft Super ESPC CxProcess Phase 4: Operations and Occupancy Use Participate in a mid-year agency project and warranty review Develop the final CxP Report on the project

19 Working Draft Super ESPC CxProcess Cost/Benefit of the CxProcess – Cost should be from 0.5 – 3% of Energy Projects – Direct benefits to the ESCO should be 1 to 10 times the cost on typical projects – Additional documented benefits to the Agency should also run from 1 to 4 times on energy projects, with some projects reporting benefits greater than 100 times the CxP cost. This may be difficult to document, unless the ESCO’s is required to T&M the CxA and other team member’s cost
