Complex Challenges Innovative Cities

Background Most surveys and analyses in EU are focused on innovation performance of private sector, while innovations in public sector remain largerly understudied and thus unknown. The simplest definition CCIC will use is ‘public sector innovation is about new ideas that work at creating public value

What is it about? Improving regional innovation policies by enhancing innovation in the public sector

What are we doing? Define a common approach for regional/local innovation policies Examine good practices Identify and transfer 3 good practices per region Promote innovation support and knowledge- based transfer Adopte Regional Implementation Plans for Innovation (RIPI)

Who are we doing it with? 14 partners from 10 countries o Sabadell o Lazio o Genoa o ARC Fund o Warsaw o Harghita o Catania o Tartu Science Park o Jyväskylä o Gävle o Aberdeen o Birmingham o Sofia o Eindhoven

What have we done already In total, 859 respondants from 10 EU Member states participated in the online questionnaire and 90 in-depth interviews were analysed Partners have identified good practices in 5 categories Study visits to examine good practices in Partner regions

5 main categories that we analyse 1.Innovative financial instruments 2.Public procurement and innovation 3.Publicly owned enterprises and innovation 4.Civil society inclusion and innovation 5.Local/regional blind spots

Thematic group meeting Public procurement and innovation  Partnership for green public procurement (Denmark)  Green public procurement (Belgium)  Birmingham energy savers (UK)  Design, Build, Finance, Maintain & Operate PPP (Eindhoven)  Green Sofia project (Bulgaria)  E-procurement (Estonia)  PPP/Life cycle procuring model (Jyväskylä)

What to expect from the project? CCIC focuses on the essential issue of regional public policy: encouraging public authorities to develop innovative strategies which will create benefits in their local society
