HE System Implementation of Bologna since 2002/03; First cycle – three (3) to four (4) years of studies by which the student reaches 180, respectively 240 ECTS =>Bachelor Diploma. Second cycle – one (1) to two (2) years of studies after completion of the first level by which the students reaches 60, respectively 120 ECTS => Master Diploma. Third cycle – doctoral studies with academic and independent research scientific character. Any other post-secondary education in the levels 5, 6, 7 and 8 of the European Qualifications Framework for Lifelong Learning, for which credits may be given (ECTS).
HE System in Kosova
Kosova Education Strategic Plan HE targets HE 2: By 2016 participation in Higher Education of the age group has reached 35% and gender parity observed. 8 public HE institutions (7 universities and 1 Academy); 25 private HE institutions (mainly colleges); As of academic year 2013/2014 inclusion in HE is around 60%;
HE 4: Alignment of study programmes with the labour market needs. Guide and support profilization of HEIs; HE institutions to conduct more labor market analysis and cooperation with businesses/industry to better comply with labor market needs; Development and implementation of learning outcomes; Referencing the qualifications and degrees in the NQF/EQF levels; Along with diploma, issue to students the Diploma Supplement;
HE 5: There is increased budget and improved efficiency in execution of the budget in harmonization with legislation. Develop legal regulation (by-law) and criteria for supporting the new financing concept, with the set of performance indicators; Draft and implement policies for planning, management and reporting of public finances in higher education. Develop regulations and other strategic documents at public HEIs (strategy, action plan, etc); Establish relevant mechanisms at public higher education institutions in order to implement the new financing concept;
HE 6: HE institutions have built capacity to generate additional resources (projects, consultancy, infrastructure, etc). Establish/strengthen offices for projects/ international cooperation & mobility; Establish/strengthen research institutes;
HE 7: Improvement of quality in teaching and scientific research Quality Management (efficacy, development and growth – various offices) Quality Assurance: - external (KAA – ENQA guidelines) - Internal (offices, personnel, procedures, etc)
