Critical Elements of Reform Establish New State Land Use (SLU) Rural District Standards Implement Important Agricultural Lands (IAL) Designation Process Ensure that the AG District Will Be Primarily for the Pursuit of Agriculture Enact a Quasi-Legislative SLU Boundary Review Process

New SLU Rural District Standards Provides Context & Regulatory Parameters for: –Developing Non-City-Like Communities –Preventing Rural Sprawl Promotes Clarity in State Land Use Law for Defining Rural Settlement Patterns Establish One Possible Template for Development of Non-IAL Lands Promotes Understanding of Differences Between Rural Settlement & AG/Farms

Implement IAL Designation Process Comply w/Constitutional Mandate Promote Investment in New or Existing Agricultural Industries –e.g., Energy Crops –Hawaii Branded Products (I.e., Beef, Papaya, Mac Nuts, Coffee, etc) Supports Objective that HI Can Become Self-Sustaining –Net Exporter vs. Importer of Food
