Individual Career and Academic Plans (ICAP) Related to Accountability and Improving PWR Tuesday Tutorial #2

Belief of ICAP for Colorado –Personalized education aligned to curriculum –Decrease Drop Out Rate –Increase Retention and Engagement –Increase students awareness of Career Pathways.

Individual Career and Academic Plans Legislative review During the spring of 2009, the Colorado General Assembly passed the School Finance Bill (SB ). This legislation requires the State Board of Education to establish standards for Individual Career and Academic Plans (ICAP) for students enrolled in public schools in the state on or before February 1, The legislation specifies that at minimum, each ICAP shall include: –The student’s effort in exploring careers, including interest surveys that the student completes; –The student’s academic process, including the courses taken, any remediation or credit recovery, and any concurrent enrollment credits earned; –The student’s experiences in contextual and service learning; –The student’s college application and resume, as they are prepared and submitted; and –The student’s postsecondary studies as the student progresses.

Real Partnerships: Common purpose united and expanded our partnerships!

Why CTE? CTE’s role in ICAP/PWR

Real Purpose Vision: Colorado CTE delivers proven pathways to lifelong career success! Mission: CTE ensures a thriving Colorado economy by providing relevant and rigorous education that is connected, responsive and real.

INDUSTRY CLUSTER PATHWAYS PLAN OF STUDY PWR Standards!

Why CDE? CDE’s role in ICAP/PWR Role of convener and facilitator Provides materials, tools and resources for transition planning Technical assistance and training to support District Implementation Research and Development – UNC (in the works) Track number of ASCENT students and verify eligibility

Why DHE? DHE’s role in ICAP/PWR

ICAP is a lifelong process(P-20, at least): follow your dream, yes, but the road map applies to everyone at every age – note how many “careers” a 21 st century worker is expected to enjoy! The Secondary ICAP transfers to Postsecondary. In fact, the Higher Ed Strategic Plan recommends adopting it for college students. With Concurrent Enrollment and ASCENT, the historic dividing lines between P-12 and Higher Ed have become more like bridges, indivisibly linking Secondary with Postsecondary. Partnership!! DHE serves all the variations of Postsecondary – CTE (Technical Colleges), Certificates, Associates, Bachelors and beyond. The ICAP is the road map for lifelong learning and success.

PWR Endorsed Diploma The PWR endorsed diploma criteria include three components a student must satisfy: establish and maintain an Individual Career and Academic Plan (as defined in SB ICAP and CDE rules and guidelines); exhibit 21 st century/learning and life skills; and, demonstrate academic preparation and excellence without the need for remediation.

PWR Endorsed Diploma A student must first satisfy the existing Higher Education Admissions Requirements (HEAR) or HEAR proxies and the Admissions Index and demonstrate they do not require remediation to be considered for a PWR endorsed diploma. The following two steps indicate how a student can meet this requirement. 1) Satisfy current HEAR requirements (currently under review) or HEAR proxies and the Admissions Index. In order to satisfy the existing HEAR, a student must successfully complete seventeen academic units/credits of coursework in English, Mathematics, Natural Science, Social Science and Foreign Language based on the distribution below. Students must receive a passing grade in each course to fulfill the requirement.

PWR Endorsed Diploma Demonstrate that the student does not need remediation: a) Approved ACT cut-scores b) Approved SAT cut-scores c) Placement assessments: including Accuplacer, COMPASS (not yet approved by CCHE) d) Successful completion of college level courses via Concurrent Enrollment e) Completion of necessary remedial courses f) Approved State Summative/National Consortia Assessment cut-scores*; or g) ACT/SAT writing test score*

PWR Endorsed Diploma Beyond the minimum requirements, a student will be eligible for PWR endorsement if he/she demonstrates academic excellence by either high school course completion, other performance indicators, or college course completion in at least three of the seven following content areas: –Reading, Writing, Communicating –Mathematics –Social and Behavioral Sciences –Natural and Physical Sciences –Arts and Humanities –World Languages –Career and Technical Education
