The Beginning For the first diagnosis is considered Confucius, who created the first system of public examinations. In 1845 American Thomas Mann established and put into practice the first questionnaire to establish the level of knowledge of students. 2

Basic concepts in the educational diagnostics are: Assessment Measurement Testing 3

The characteristic The quality of education is measured in every aspect and each of the levels. It is a measurable quantity of the school, regional, national and international level. There are social, educational and economic aspect and attribute of each of the key features of the educational system - resources and operating results. Each of these levels, this process is done through data analysis, application of targets and means of achieving them. 4

National evaluation In Bulgaria national evaluations are carried out at the end of the school year on completion of degree-4, 7, 12 class. Forms of external evaluation are based on standardized methods and complementary assessment of the teacher and in-tested forms. 7

The diagnostic of the quality of education can be used for: the Olympiads competitions in different subjects. Another issue is that in this case the results are compared only the best students at the school, municipal and district level. 8

We make efforts to improve the educational environment a reasonable balance between standardized and non-standardized methods for assessing educational achievement non-traditional teaching methods evaluation, innovation, efficiency. 9

The vision The vision of educational quality is actually a vision for the development of the educational system. Therefore we must have an adequate idea and work to align our national school and educational realities of global educational projects and sustainable development of the education system in accordance with the needs of the individual and society. 10
