REEE Master Plan  RE TARGET – 100% by 2020 PV Installation at TEC Compound  GOAL To generate electricity with 100% renewable energy by 2020 To increase energy efficiency on Funafuti by 30 %

Implementation Strategies  60 – 95% - Solar  0 – 40% - Wind  5% - Biodiesel  30% - Energy Efficiency Cannot achieve 100% renewable energy with ONE Renewable Energy source and need to include other potential PROVEN and MATURED technology, and Energy Efficiency is also important to avoid additional renewable energy generation.

Barriers with the Development of Solar PV/Wind  Very limited land space. -cabinet has approved the concept of decentralized “Solar Roofs”. -the concept is to start with potential government buildings. -raised Structure to use space underneath -so far – 320kWp on Govt. Office building roof-tops  No legal framework for individual household to install PV’s on their rooftop 130kWp Solar PV on the Government main office building rooftop Outer Islands – Panel Structures build in the lagoon

Where we are at the end of 2015/2017? IMPLEMENTATION STRATEGIES MASTER PLANEND 2014 END 2015 END 2017 Solar PV : 60 – 95%4%27%40% Wind : 0-40%002% Biodiesel : 5%000 Energy Efficiency : 30% 0On going TOTAL Solar PV Capacities by end of ,010kWp - Outer islands – 1,212kWp - Funafuti – 798kWp (Controlled – 436kWp and Uncontrolled – 362kWp) Using Low Load Factor: – PV-12% and Wind – 10% High Load Factors: PV and Wind 20%

What are we doing with Energy Efficiency?  Energy Efficiency Act – table next Parliament Session Dec’15  Energy Efficiency appliance subsidy scheme with the Development Bank of Tuvalu - ready to start in 2016  Demonstration Fale - showcasing energy efficient appliances – refrigerator and chest freezer, lighting and washing machine. -construction soon started  Prepayment meters - assume 3% reduction in the overall energy consumption  Window tinting and shading for the Main Government Office.

BAU Vs REEE So far, Fuel saved January – September 2015 – 132,291ltrs

Is it possible for Tuvalu to achieve 100% RE?  According to KEMA energy-sector investment roadmap for Tuvalu, POSSIBLE, but a. required huge investment, and b. also required more detailed studies before specific large-scale renewable energy generation projects are begun. - funds has been secured for a Renewable Energy Impact Study

Is the tariff will be reduced?  Yes but not soon, probably after 2-3years  Existing tariff is subsidized by Government and we need to build up a “Maintenance Fund” to replace the equipment when they fail RE Development: - Provides continuous power supply - Security of power supply

On-Going Asset Management  Sufficient funding  Qualified staff to look after the system  Remote monitoring of the system  Need the on-going support of the contractor

Lessons Learnt  Stability Study/RE Impact Study should know the RE penetration level without and with control mechanism and also when storage is to install.  Understand tender documents/Contracts equipment specifications have sufficient spare parts for major components and also tools. ensure to have as much hands-on experience for staff during the implementation of the project. process of claiming failed equipment during/after the warranty period to have weekly meetings client/contractor/donor  Must have sufficient funds for compensation of trees Battery Banks outer Islands Fuel Saver Container

Con’t (i) Each donor should know what other partners are doing in the country (ii) Establish a Coordinating Committee: - the donors and the recipient - to meet and discuss issues openly and to meet more often, say 6 months (iii) Also invite the inverter manufacturer to the table, so can design an appropriate system whereby not to disturb your grid

Way Forward  Renewable Resource Impact Study -more details on how Tuvalu will achieve the 100% target, and also -to conduct a high level economic evaluation on future scenarios in TEC system with renewable resources and battery storages together serving 50%, 80% and even 100% of its electric energy needs.  Create a conducive environment for renewable energy - develop legal framework for RE equipment to be duty-free - and also for individual household to install PV’s on their rooftop  Still required more funding to increase the share of RE into the grid to achieve the 100% target.
