These highly educated employees carry out some of the government’s most important and interesting work. The government’s ability to compete for this critical talent has never been more important, but many in STEM fields, agency leadership and human capital management wonder if the government has the tools it needs to recruit, develop and retain the right talent. Session Participants Ventris C. Gibson, Associate Deputy Assistant Secretary and CHCO, Office of Human Resources, U.S. Dept. of Health & Human Services Ventris C. Gibson is the Associate Deputy Assistant Secretary for Human Resources for the Department of Health and Human Services (HHS). At HHS, Ventris is responsible for providing enterprise-wide strategic and corporate leadership in the development and delivery of innovative and transformational human resources programs, policies, and services that impact nearly 92,000 employees worldwide. Bernadette Williamson-Taylor, Lead Regulatory Health Education Specialist, Office of the Chief Scientist, U.S Food and Drug Administration Bernadette Williamson-Taylor is the Lead Regulatory Health Education Specialist and Medical Countermeasures Initiative Professional Development Coordinator at the FDA. She Previously was a Regulatory Health Education Specialist at the Center for Biologics Evaluation and Research (CBER) where she developed the Public Workshops and Meetings program and served as a liaison to develop meetings with regulated industry constituents. Bernadette also served at the Center for Devices and Radiological Health (CDRH). Dr. Susan Singer, Division Director of Undergraduate Education Directorate for Education and Human Resources (EHR), National Science Foundation Susan Rundell Singer is Director, Division of Undergraduate Education at NSF and Laurence McKinley Gould Professor, in the Biology and Cognitive Science Departments at Carleton. She is a national leader in undergraduate education policy and pursues a career that integrates science and education. She has participated in six National Academies studies, including chairing the committees that authored America’s Lab Report, Promising Practices in STEM Undergraduate Education and Discipline-based Education Research: Understanding and Improving Learning in Undergraduate Science and Engineering. Chris Dobyns, Chief of the Office of HR Strategies, National Security Agency (NSA) Chris Dobyns, CCP, CBP is the Manager of the Office of Human Resource Strategies at the National Security Agency, located at Fort George G. Meade, Maryland. The Office of Human Resource Strategies is responsible for the compensation, occupational structure, recognition and rewards and HR policy functions for the Agency. Chris joined the National Security Agency shortly after the events of 9/11, and has helped steer the Agency through various pay and compensation reforms during a period that has seen some of the most dramatic hiring and changes in the NSA’s history. Moderator James Brown, Executive Director, STEM Education Coalition James Brown is the Executive Director of the STEM Education Coalition, an alliance of more than 500 business, professional, and education organizations, that works to raise awareness in Congress, the Administration, and other organizations about the critical role that STEM education plays in enabling the U.S. to remain the economic and technological leader of the global marketplace of the 21st century.
