First meeting of the Technical Cooperation Group for the Population and Housing Censuses in South East Europe Vienna, March 2010 PILOT CENSUSES Introductory notes by Gábor Rózsa, key expert of ICON Institute

Ideal situation for census tests: Possibly testing all (or most of) the census phases and elements: mapping, addresses, delineation of enumeration areas (ED); questionnaire form and content, clarity of questions; duration of enumeration; instruction manuals; training of (non-professional) interviewers; logistics; data entry, coding and processing (incl. tabulation); a second test with revised questionnaires and/or a last „dress rehearsal”

Albania: The pilot Census is planned one year before the actual Census, in April Sample size will be 0.5% of the total number of households, representing the geographic and socio- economic diversity of the country. Bosnia and Herzegovina: Pilot Census planned for April 2010 but now, since the Law has not been adopted, postponed to June Sample to be selected from among EA-s where cartographic updating should already have taken place.

TCG-Vienna Croatia: Pilot census was carried out in June 2009; selection of the 50 EAs within 5 counties and in the City of Zagreb. Data processing with manual coding and checking of forms, then basic census questionnaires scanned. Kosovo: First census test by SOK in 2005; in 2006 and 2008 further tests with technical assistance and international monitoring; testing reliability of EA maps, logistics of the whole operation; measuring the future degree of census participation of the different ethnic groups.

Pilot censuses (ctd.) Former Yugoslav Republic of Macedonia: Pilot Census conducted in May 2009 in 20 randomly chosen enumeration areas representing both urban and rural areas, as well as the multiethnic structure of the population. Data capture and processing were also tested. Montenegro: The June 2009 pilot census was conducted on a sample of 27 enumeration areas, drawn from the enumeration districts of the last census; testing public perception, duration of interviews, methodology, questions and some aspects of data entry and processing.

Pilot censuses (ctd.) Serbia: Pilot Census in April 2009, on a sample representing 0.1% of enumeration areas. Piloting methodologically- organizational solutions, linkage with the forthcoming Pilot Census of Agriculture, training statistical and IT staff. Second pilot census in November Turkey: Quality checks for assessing reliability of different register data and their analysis. Quality control study of ABRS and NAD in November-December Pre-tests of draft and revised questionnaires Pilot census is now planned for spring (March-April) 2010.
