EU Communication and Visibility Manual designed to ensure that actions, wholly or partially funded by the EU, incorporate communication activities to raise awareness of the EU support, the results and impact.

The EU Manual • sets out requirements and guidelines for all relevant communication activities and tools • goes beyond static visibility promoting dynamic communication strategies • provides guidance on budgeting • supports draft and implementation of communication plans and reports • covers partnership with international organisations

2011 Visual Identity Manual of the Programme VIM is part of the Grant contract- compulsory rules

What does the VIM cover? Visual Identity Elements Use of the European Union Logo, the Title, the Slogan and the Logo of the Programme, Colours, Backgrounds, Spacing, Fonts, Page layout Compulsory Information Communication Tools Press releases / Press visits, Press ads, Leaflets, Brochures, Posters, Newsletters, Web pages, Public events / visits / information campaigns, Banner-ups / Internet Banners, CD Covers, Stickers, Business cards, Power Point Presentations, Promotional Items, Envelopes, T-shirts / Caps, Photos, Audio-visual Productions

Compulsory information at Project level Basic Communication Rules Compulsory information at Project level Flag of the EU, logo of the Project, logo of the Programme “Project funded by the European Union”, below the EU flag The slogan: “Common borders. Common solutions.” A stripe which contains elements from the logo will be used in creating of a design style – at the bottom of the page. In case of publications: Technical box which will contain: the title of the project, the editor of the material, the date of publishing and the disclaimer “This publication has been produced with the assistance of the European Union. The contents of this publication are the sole responsibility of ……. and can in no way reflect the views of the European Union”.

The GB logo: same height with the Programme logo. In case of any suspicions arising from the interpretation of the EU Visibility Guidelines or Visual Identity Manual of the Programme, the Grant Beneficiaries must consult with the JMA/JTS. Consult VIM for the proper use of Programme title Pay attention to page layout rules in VIM (cover page design, where and how the EU flag, the Programme logo and project logo shall be placed) Various publications shall be mentioned that the funding was provided by the European Union. (Consult VIM) Specific rules for setting up websites. Cost of incorrectly designed printed materials may be determined as ineligible costs at the end of project implementation.

Photographs: document the progress of actions and events related to these (their launch, visits by EU officials) (Consult VIM for Photography rules) Audiovisual products Promotional items: programme logo, project logo and EU logo (“Project funded By the EUROPEAN UNION”), followed by key messages or key phrases. Basics of Good Communication In order to maximise the impact of communication efforts; Activities need to be timely Information used must be accurate Activities should be coordinated closely with the JMA/JTS The right audience(s) should be targeted Appropriate communication tools for particular audiences should be used Messages should interest the target audience(s) Activities should be appropriate in terms of resources spent and expected impact

Communication Plan Ideally, Grant Beneficiaries will have included some kind of Communication & Visibility Plan within their overall Project work plan, given as a compulsory Group of Activity within the Grant Application form. At the beginning of the implementation of the project it is recommended to develop a ‘full-blown’ Communication Plan in collaboration with the project partners and associates. For instructions and more information on how to develop communication plans, please consult the Communication Guide on the Programme website.

Practical Information The EU Communication and Visibility Manual, The Visual Identity Manual of the Programme and the Communication Guide can be found on the Programme website: www.blacksea-cbc.net in the “Communication Materials” section. On this section, editable templates for various communication tools are also uploaded, one by one and also all in one as a package. It is recommended that you consult the JMA/JTS during preparation of communication activities, in order to avoid inconveniences.

Communication strategy Steps in planning your communication activity: PRINTED / PROMOTIONAL MATERIALS: Realizing the creation and DTP activities for printed / promotional items (logo of the project, layouts, texts); Getting the approval from the Programme‘s Communication Manager on your materials; Printing / producing the materials (contracting the supplier, printing the materials); Distributing the materials according to your distribution plan as it was set in the project.

Communication strategy Steps in planning your communication activity: AUDIO-VIDEO MATERIALS: Realizing the copywriting for the materials (TV commercial, radio commercial, documentaries); Getting the approval from the Programme‘s Communication Manager on your texts; Producting the materials (contracting the supplier, registring / filming the materials, post production activities); Getting the approval from the Programme‘s Communication Manager on your final audio-video materials; Broadcasting the materials according to your communication plan as it was set in the project.

Communication strategy Steps in planning your communication activity: PRESS CONFERENCES / EVENTS: Identifying and choosing the event location; Contracting the location; Organising all the technical support needed for the event; Realising the invitation for the event; Composing the invitation list and sending the invitation; Getting confirmations; Preparing the event folder (deciding on the content and preparing all the materials – agenda of the event, press release, profiles of the speakers, printed presentations, promotional materials, feedback questionaire, etc.) Implementing the event - don‘t forget to take photos and video)
