Activating the Charter: Authorized Users (AU) The only bodies authorized to directly request the Charter to be activated are the Authorized Users - AUs (typically civil protection agencies, governmental relief organizations, or other authorities with a mandate related to disaster management). Countries with Authorized Users (August 2013). Today 49 AUs from 41 countries.
